Overcoming the slow construction of Khanh Hoa - Buon Ma Thuot Expressway

According to the People's Committee of Dak Lak province, in order to ensure the progress of the Component 3 Project, Khanh Hoa - Buon Ma Thuot Expressway, the province has directed the investor and related units to urgently resolve all problems in site clearance and rectify and urge the project's construction progress.

According to the Dak Lak Province Traffic Construction and Rural Development Project Management Board (Board A - investor), as of October 9, the total implementation volume of the project is still behind schedule compared to the committed progress until November 31, 2025. The total implementation value reached over VND 3,084/4,293 billion, reaching nearly 72% of the contract value, 4.07% behind schedule.

Dak Lak Provincial People's Committee assessed that for Project 3, Khanh Hoa - Buon Ma Thuot Expressway, site clearance in some areas still has limitations and has not been completely resolved. Construction progress of some contractors is still slow, seriously affecting the goal of completing the entire project in 2025.

To end the delay and ensure strictness in management, the Chairman of Dak Lak Provincial People's Committee requested the project investor to rectify and handle the contractors who cited the reason of site clearance to delay construction and violate the progress on the handed-over areas (if any). Direct the contractors to concentrate maximum resources, speed up the construction progress and have a specific written commitment on the construction plan to compensate for the previously delayed output.

At the same time, based on the contract and legal regulations, study resolute measures if the contractor continues to violate the progress, including the option of transferring the volume to another more capable contractor. Assign staff to closely follow and work directly with localities and the Provincial Land Fund Development Center to urge, remove obstacles, and ensure progress milestones.

Regarding the difficulties in site clearance, especially the additional 10 ha area (intersection branches, canal improvement, etc.), the Provincial People's Committee requests the Provincial Land Fund Development Center and the People's Committees of Tan Tien, Ea Knuec, and Ea H'Ning communes to prioritize human resources to coordinate, guide, and immediately resolve land-related procedures such as verifying land origin, approving specific land prices, compensation plans, support, resettlement, compensation, site clearance, etc., not to cause any further delays. At the same time, take full responsibility before the Chairman of the Provincial People's Committee for the delay in site clearance.

Mr. Tran Tien Dong, Director of Board A, said that Component Project 3, Khanh Hoa - Buon Ma Thuot Expressway, was registered by Dak Lak province to be inaugurated to welcome the 14th National Congress of the Party and is expected to be completed and inaugurated in December 2025.

Faced with obstacles affecting the project's progress, Board A has directed contractors to overcome all difficulties, focus on human resources and construction machinery in "3 shifts, 4 shifts" to speed up the project's progress. At the same time, coordinate with local authorities and related units to complete site clearance, relocate technical infrastructure... determined to complete the project according to the set plan.

Component project 3, Khanh Hoa - Buon Ma Thuot expressway phase 1 has a total investment of more than 6,165 billion VND, length of more than 48km.
