The grassroots trade union promptly reported any difficulties and obstacles encountered in the practical implementation of the new model.

In his opening remarks at the conference, Mr. Nguyen Dinh Khang stated that this was the first meeting of the Executive Committee after five months of operating the two-tiered local government model.

Mr. Nguyen Dinh Khang emphasized that in 2025, in addition to concretizing the theme of the 2025 work year, "Focus on developing union membership; participate in building a clean and strong Party," trade unions at all levels will focus on streamlining their organizational structure to be lean, efficient, effective, and efficient, linked with the structure of the trade union cadre; and organizing trade union congresses at all levels towards the 14th National Congress of the Vietnam Trade Union (expected to be held at the end of the second quarter of 2026).

Based on practical experience from various sectors, localities, and units, Mr. Nguyen Dinh Khang requested delegates to provide feedback on the assessment of trade union activities in 2025; discuss existing shortcomings and limitations, analyze and clarify the causes; and, based on forecasts, propose tasks and solutions that need to be focused on in 2026 to overcome existing shortcomings and limitations, thereby successfully achieving the targets and tasks set for 2026.

Mr. Nguyen Dinh Khang also requested delegates to provide feedback on the Draft Report of the Executive Committee of the Vietnam General Confederation of Labor, 13th Term, to be presented at the Vietnam Trade Union Congress for the 2026-2031 term.

Regarding the report on the results of membership development and establishment of grassroots trade unions in 2025; and the membership development plan for 2026, Comrade Nguyen Dinh Khang emphasized that this is a crucial and ongoing task related to the survival of the trade union organization. He stressed that the Vietnam General Confederation of Labor has always paid attention to allocating financial and human resources to achieve the highest possible results in this area. Therefore, he requested that delegates, based on the practical realities of their respective sectors and localities, engage in thorough discussions and propose specific solutions to improve implementation results, demonstrating even greater political determination to effectively carry out this work in 2026.
