In the field of industry and trade, the People's Committee at the commune level has been temporarily assigned to manage industrial clusters in the area, but the People's Committee at the commune level has not had the direct function of investment and construction, causing difficulties in management, operation, and investment promotion. The People's Committee at the commune level has also been assigned to directly manage markets, develop markets, and exploit markets. However, there is a shortage of high-quality resources (specialized officials with capacity and experience in managing public assets) to handle administrative procedures in the field of industry and trade. In some localities, especially remote areas and ethnic minority areas, commune-level industry and trade officials admit to being confused about granting trade licenses, guiding production enterprises, managing the market, managing gasoline and electricity...
Mr. Tong Giang Nam - Secretary of the Party Committee of Da Teh commune shared: "After the merger, the economic scale increased, the area expanded, while the force of industry and trade officials was thin, which somewhat affected the quality of work. Not to mention, industry and trade is a broad field, including industry, energy, trade, services... so it takes a certain amount of time for civil servants assigned to be in charge of industry and trade to approach and grasp the new work".
An official from the Economic - Infrastructure Department of Da Teh commune confided: "Some commune-level civil servants were assigned to another field before the administrative unit merger, but after implementing the 2-level local government model, due to practical requirements, they had to concurrently perform many tasks at the same time. Industry and trade, for many people, is a completely new field."
Being new to the industry and trade sector, it is understandable that we are confused when handling administrative procedures related to the industry and trade sector. Therefore, the Ministry of Industry and Trade as well as the Department of Industry and Trade of Lam Dong province have proactively sent officials to localities to directly grasp the actual situation, the difficulties and problems that localities are facing, and to support local industry and trade officials in implementing tasks and functions under the authority of the sector.
Ms. Nguyen Quynh Anh - Vice Chairman of the National Competition Commission (Ministry of Industry and Trade), discussed that in order to smoothly operate tasks and functions in the field of industry and trade at the commune level, immediately after merging administrative units and operating the 2-level local government model, Minister of Industry and Trade Nguyen Hong Dien directed and sent officials to localities, directly working with local officials to handle administrative procedures related to the field of industry and trade. In addition, commune-level industry and trade officials are also connected online with experts from departments and bureaus under the Ministry of Industry and Trade through specialized zalo groups to handle situations arising in the implementation of industry and trade tasks at the local level.
