On October 24th, Prime Minister Pham Minh Chinh, Head of the Central Steering Committee on Housing Policy and Real Estate Market, chaired a conference with ministries, agencies, localities, and businesses on breakthrough solutions for the development of social housing.
At the meeting, delegates discussed the implementation of several breakthrough solutions for social housing development, particularly assigning certain enterprises as investors. Other topics discussed included the role of state management in social housing development; the role of localities, especially in land allocation and site clearance; the actual demand for social housing; resources and credit available for social housing; preferential policies for social housing projects; and the selling and renting prices of social housing.
Encourage businesses to participate.
In particular, delegates proposed numerous solutions to define standards and criteria for selecting enterprises to be assigned as investors in social housing projects; procedures, standards, and criteria for determining eligible beneficiaries of social housing policies; ensuring transparency, simplifying procedures, and facilitating social housing for citizens and businesses, while ensuring accuracy and preventing corruption and abuse of the policy.
With the aim of further specifying and institutionalizing the policy and resolving obstacles in social housing, the Prime Minister stated that the resolution will have a long-term application period and will cover all provinces and cities nationwide.
This encourages the participation of qualified businesses with the necessary financial resources, experience, potential, time, and price; creating the most favorable and transparent conditions to ensure project implementation within 2-3 years.
To achieve this, it is necessary to establish conditions, standards, criteria, processes, and procedures for assigning businesses as investors in projects, ensuring transparency and openness, and on this basis decentralizing implementation to local authorities.
The Prime Minister emphasized the need to cut administrative procedures by at least 50%, placing social housing projects in the "green lane" or "priority lane" to expedite procedures; creating clean land for social housing development through flexible methods; and diversifying funding sources for social housing development, including credit, state capital through the Social Policy Bank, the Housing Development Fund, and bond issuance.
Local authorities are required to have regulations and responsibilities for quickly, efficiently, and accurately handling administrative procedures for social housing development, following the principle of "local authorities decide, local authorities act, local authorities are responsible".

Promoting a spirit of daring to think and act, but with impartiality and integrity, doing what is good for the people and the country; harmonizing the interests of the State, businesses, and the people, ensuring the legitimate rights and interests of the people and businesses, while also upholding the rule of law.
Regarding the conditions and procedures for beneficiaries of social housing policies, the Prime Minister clarified that the approach will be to strengthen post-auditing, based on integrated and interconnected data nationwide, to ensure strict control, transparency, and clear information about who needs housing, who already has housing, and who does not yet have housing…
Specifically, it is necessary to expand the entities involved in the development of social housing and the beneficiaries; develop social housing in both urban and rural areas in the most economical and efficient way; within an urban area, there should be many different housing segments, including social housing, sharing essential infrastructure such as transportation, electricity, water, telecommunications, culture, social services, health, education , and sports...
In addition, the Resolution must include content related to the exchange, the national housing fund, housing data, etc. The Prime Minister directed ministries and agencies, according to their functions and duties, to continue refining and providing feedback on issues related to social housing and submit it to the Ministry of Construction, which will lead the finalization of the draft.
