
At the 6th session of the 10th term of the Ho Chi Minh City People's Council, social housing continued to be a matter of concern for many delegates.
Responding to a question from delegate Nguyen Thi Viet Tu, the Director of the Ho Chi Minh City Department of Construction, Tran Quang Lam, stated that in 2025, the city had implemented approximately 12,000 social housing units, completing nearly 98% of the target assigned by the Central Government. Over the implementation period, the city has basically achieved its goals for social housing development and is one of the localities with the most positive implementation results nationwide.
However, according to Mr. Lam, the demand for social housing in Ho Chi Minh City remains very high, while the housing supply is limited, leading to long waiting times and queues for registration, which in turn creates opportunities for brokers to exploit the situation. In response to this, the Department of Construction has proactively identified the risks and developed solutions to ensure that social housing policies reach the intended beneficiaries, especially workers and low-income earners.

The key solution emphasized by the Department of Construction's leadership is the transparency of the entire implementation process. Currently, all social housing projects in the city must publicly disclose their list on the electronic portals of the People's Committee and the Department of Construction. From the time the project receives investment approval and construction begins until it is eligible for sale or lease, all information is publicly available for easy access and monitoring by the public.
In addition, procedures related to social housing development have been reviewed and streamlined to the maximum extent to facilitate investors and reduce the burden of paperwork for citizens. The Department of Construction has also developed a specific set of criteria for approval. When people register to buy or rent social housing on the electronic system, their applications will be sorted and evaluated according to the issued criteria, including priority criteria for workers and low-income laborers working in industrial zones and export processing zones.

The entire procedure for registering to purchase social housing is now conducted entirely electronically. Citizens do not have to submit applications in person, avoid intermediaries, and can track the progress of their applications. According to the Director of the Department of Construction, digitizing this process will help to reduce the number of "brokers" handling applications, reserving places, or collecting additional fees that are not in accordance with regulations.
Simultaneously, Ho Chi Minh City is reviewing land resources, especially those near industrial zones, to study the possibility of investing in and constructing more social housing and worker accommodation projects. In its investment policies for new projects, the city will consider specific priority conditions, such as allocating approximately 50% of the apartments to workers in the area. At the same time, the Vietnam General Confederation of Labor may also participate in investing in the construction of social housing for rent, providing additional suitable housing options for workers.
