On the afternoon of December 11th, Prime Minister Pham Minh Chinh held a telephone conversation with Mr. Alexey Likhachev, General Director of Rosatom - the Russian State Atomic Energy Corporation, regarding cooperation in the development of the atomic energy industry, including the Ninh Thuan 1 Nuclear Power Plant.
Recently, Vietnam and Russia have conducted technical negotiations leading to the signing of an intergovernmental agreement on cooperation in the construction of the Ninh Thuan 1 Nuclear Power Plant. However, some obstacles remain that the negotiation process has not yet resolved. This phone call aims to directly discuss and resolve these issues.
During the phone call, Prime Minister Pham Minh Chinh affirmed that Russia and the former Soviet Union had made significant contributions to the development of Vietnam's energy sector, including nuclear energy for peaceful purposes.
Through this, many generations of leading scientists and experts have been trained, forming an important foundation for the development of Vietnam's atomic energy sector as it is today.
The Prime Minister affirmed that Vietnam has always valued its comprehensive strategic partnership with Russia, considering Russia one of its top priority partners.
In that spirit, Vietnam wishes to continue substantive and effective cooperation with Russia in all fields, including nuclear energy, for peaceful purposes, for the common benefit of both nations, and for peace, stability, and development in the region and the world.

The Head of Government highly appreciated the active exchanges between the two sides at all levels, including the highest level, and affirmed their determination to promote cooperation and ensure the early implementation of cooperation projects, serving the practical development needs of Vietnam during this important period.
The Prime Minister requested Rosatom to actively cooperate with and support Vietnam in developing its nuclear energy sector for peaceful purposes.
In a spirit of sincerity, goodwill, and urgency, during the telephone conversation, Prime Minister Pham Minh Chinh and the Director General of Rosatom discussed several specific issues related to the development of Vietnam's nuclear energy industry.
Government leaders requested Rosatom Corporation to continue cooperating with and supporting Vietnam in a number of key strategic projects such as the Ninh Thuan 1 Nuclear Power Plant and the Nuclear Science and Technology Research Center.
In addition, the focus will be on resolving obstacles to expedite the signing of intergovernmental agreements and treaties to implement projects. Simultaneously, efforts will be made to train human resources, enhance governance and state management capacity in the field of atomic energy, and cooperate with Vietnam in other important areas of atomic energy investment.
The Prime Minister instructed relevant ministries, agencies, and organizations to closely coordinate with the Russian side and Rosatom Corporation to continue implementing specific tasks, in the spirit of "harmonious interests, shared risks," and in compliance with the laws of both countries and international conventions to which both sides are signatories.
General Director of Rosatom Corporation Alexey Likhachev thanked Vietnam for trusting and choosing Russia as a partner in the development of the nuclear energy industry. As a leading nuclear energy corporation with a long history of cooperation with Vietnam, Rosatom is committed to promoting cooperation with Vietnam to realize high-level agreements between the two countries.
Expressing strong agreement with Prime Minister Pham Minh Chinh's opinion, Mr. Alexey Likhachev stated that Rosatom will transfer technology and localize nuclear products for Vietnam, supporting Vietnam in developing its nuclear science and industry... to use nuclear energy for peaceful purposes and socio-economic development. This includes building a nuclear power plant with the most modern technology, along with several other projects.
Mr. Alexey Likhachev stated that, immediately, Rosatom Corporation will send a delegation to Vietnam to work directly with the Vietnamese side to promptly implement the cooperation contents as instructed by the Prime Minister.
