Proactive response plan

According to a report from Dan Dien commune, from the night of October 25th to the morning of October 27th, there was very heavy rain in the area, with rainfall amounts generally ranging from 250 to 450mm. The water level of the Bo River rose, causing many inter-village and hamlet roads to be flooded to a depth of 0.2 to 0.6m. Throughout the commune, 100 households had water flooding into their homes to a depth of 0.2 to 0.3m.

By the morning of October 27th, the commune had implemented a plan to relocate 89 households with 117 people in low-lying areas; mobilizing 130 officials, militia members, and police officers to be on duty 24/7, ready for rescue operations when needed. The commune People's Committee proactively implemented the "four on-the-spot" principle, stockpiling 10 tons of rice, 300 boxes of instant noodles, 2,000 bottles of drinking water, along with many rescue equipment such as plastic boats, aluminum boats, life jackets, and lifebuoys. The work of ensuring safety at schools, health stations, the electricity system, and transportation was thoroughly reviewed.

Mr. Nguyen Ngoc Tien, Chairman of the People's Committee of Dan Dien commune, said: "Due to the impact of floods, by the morning of October 27th, the water level of the Bo River had risen to 4.7m, about 0.2m higher than alarm level 3, and is forecast to continue rising. The People's Committee of the commune is focusing on disseminating information to help people proactively prevent and mitigate damage, paying special attention to vulnerable groups. Specifically, there are 19 pregnant women over 36 weeks pregnant in the area, of which 4 cases with a high probability of giving birth have been taken to the hospital, and the remaining cases have been moved to a safe area. In addition, 75 people with underlying medical conditions have also been moved to a safe place. In the area, 380 fish cages on the Bo River have been secured with fixed posts, and 562 fishing boats on the lagoon have been moved into safe harbors for shelter."

In Huong Tra ward, widespread flooding occurred in areas such as Lai Thanh 1, Lai Thanh 2, Son Cong 1, Giap Nhat, Giap Nhi, Giap Ba, and Giap Tu. Some main roads were flooded from 0.3 to 0.5 meters, such as Song Bo road and Buu Ke road; Ton That Bach road was the deepest, with flooding reaching 1.5 meters over a length of nearly 800 meters.

Mr. Tran Van Tu, Vice Chairman of the People's Committee of Huong Tra Ward, said: "According to the plan, the ward will relocate 188 households when the water continues to rise. To date, the ward has relocated 2 households, both elderly people. At noon on October 27th, the ward will relocate an additional 25 households in the Giap Nhat, Giap Tu, and Lai Thanh 1 areas to safe locations."

Huong Tra Ward also requested neighborhood groups to closely monitor the developments of rain and floods, be ready to evacuate people from dangerous areas, and strictly implement the "four on-the-spot" principle to minimize damage.

Ensuring the safety of the people.

In Huong Tra ward, the working group also inspected the operation of the ward's Public Administrative Service Center. The center's facilities have been comprehensively invested in, with the installation of a new automated number-calling system, facilitating transactions for citizens. After nearly four months of operation, the rate of document processing in the ward has reached over 94%, and 100% of documents have been digitized. In the event of heavy rain and flooding, the ward has deployed additional staff to assist citizens and businesses when they come to complete procedures.

During an inspection at the Public Administrative Service Center, city leaders noted that, during periods of heavy rain and flooding, wards should proactively inform residents and prevent them from having to come in person to handle administrative procedures when weather conditions are dangerous. This is also a general requirement for all localities inspected by the delegation.

According to the Standing Vice Chairman of the City People's Committee, Nguyen Thanh Binh, localities in the northern part of the city have basically proactively grasped the situation and promptly implemented flood response plans, ensuring that the requirements are met. However, in the context of the still complex flood situation, the communication system must be maintained smoothly to quickly update the situation and help the authorities proactively handle emerging situations.

The Standing Vice Chairman of the City People's Committee, Nguyen Thanh Binh, also requested localities to strengthen the provision of backup generators, reinforce transmission systems, and supplement rescue and relief equipment to ensure effective service for disaster prevention and control. At the same time, he called for the deployment of on-call medical personnel to provide timely healthcare and support to people in all situations; and for intensified communication, warnings about risks, and guidance to people to avoid complacency, especially after floodwaters recede.

During the on-site inspection, City Party Secretary Nguyen Dinh Trung acknowledged and highly appreciated the proactive and timely response of localities to the floods. Party committees and authorities at all levels closely monitored the situation, flexibly handled various situations, and ensured the safety of lives and property of the State and the people.

Party Secretary Nguyen Dinh Trung emphasized: “The flood situation remains complex, and localities must strictly adhere to the response plan, uphold the responsibility of the entire political system, and avoid being passive or negligent in any situation. At the same time, they must proactively develop plans to mitigate the consequences of floods and storms, ensuring that people's lives return to normal as soon as possible.”
