Local officials use the "Poverty Household Review" app to perform their duties.

Objective and targeted

From July 2025, when the whole country transitions to a two-tiered local government model, the Rural Development and Quality Management Sub-Department - Department of Agriculture and Environment has inherited, upgraded, and perfected the "Poverty Household Review" application (app) to implement the survey, review, and compilation of results according to the two-tiered local government model. This is an important task, marking a turning point by completely eliminating the manual review method using paper forms, and shifting to a 100% digitized process through a mobile application (App) for reviewing poor households. The application of technology allows for real-time data updates, integration of GPS positioning and images of the current status of the reviewed households to verify the subjects, ensuring transparency, accuracy, and objectivity.

According to Mr. Le Van Anh, Deputy Director of the Department of Agriculture and Environment, the "Poverty Household Review" application not only shortens the survey time by 50%, reducing administrative pressure on local officials, but also successfully builds a digital database that is "accurate, complete, clean, and relevant," connecting with the national population data. This is an important prerequisite for the Department of Agriculture and Environment to advise the City People's Committee on implementing timely poverty reduction and social welfare policies, ensuring no target groups are overlooked, and affirming the industry's pioneering role in digital transformation.

2025 marks the final year of the implementation period for the National Target Program on Sustainable Poverty Reduction and poverty reduction policies based on the multidimensional poverty standard for the period 2022-2025, as stipulated in Government Decree No. 07/2021/ND-CP dated January 27, 2021. Accordingly, in the city, the implementation of the multidimensional poverty standard for the period 2022-2025 has seen continuous reductions over the years. According to the results of the general survey and review at the end of 2021, the overall poverty rate in the province (now the city) was over 4.93%, corresponding to 16,006 poor households; by the end of 2024, it was projected to decrease to 1.40% (4,689 poor households). And according to the plan of the City People's Committee, it is expected that by the end of 2025, the poverty rate will be reduced to below 1.2%, corresponding to approximately 3,870 poor households.

Mr. Ho Dac Xa, Head of Ha Kenh village, Phu Vang commune, believes that the review of poor and near-poor households through the "Poverty Household Review" application ensures honesty, objectivity, openness, and transparency in identifying the correct beneficiaries. The results accurately reflect the living conditions of the people, ensuring no poor or near-poor households are overlooked, but also avoiding the pursuit of achievements that could distort the local reality.

Mr. Do Viet Gioi, residing in Ha Kenh village, is a poor household currently being surveyed by relevant departments and local authorities in 2025. He stated that thanks to the dissemination of information by departments and organizations, the people understand the situation correctly, and therefore agree and voluntarily cooperate with the investigators involved in the review of poor and near-poor households in the area.

Ensuring the rights of the poor.

Mr. Le Van Anh stated that, on average during the 2022-2025 period, the city reduced the poverty rate by 0.95% annually, exceeding the targets set by the Government and the City Party Committee by 0.7-0.75%; simultaneously, contributing to narrowing the poverty gap between urban and rural areas, and between rural areas and ethnic minority regions. In particular, the poverty reduction result of 1.4% by the end of 2024 helped the city achieve its poverty reduction target one year ahead of schedule, as set out in Resolution 11-NQ/TU dated November 3, 2021, of the Provincial Party Committee (now the Hue City Party Committee) on sustainable poverty reduction for the 2021-2025 period, contributing to the goal of making Thua Thien Hue province a centrally-governed city.

During this period, poverty reduction policies were implemented synchronously. Poverty reduction efforts in the city were led, directed, and implemented promptly by all levels, sectors, and localities, with the participation of the entire society, achieving many important results. This was demonstrated through increased mobilization and allocation of budgets and the integration of resources to achieve poverty reduction goals. Along with this, the awareness and responsibility of the people in poverty reduction efforts were raised, and poverty reduction support policies became a foundation for poor and near-poor households to stabilize their lives, creating motivation for them to escape poverty sustainably.

According to Mr. Le Van Anh, every five years, the Government will issue a new poverty standard, and localities will conduct a comprehensive survey and review of poor and near-poor households according to the new poverty standard stipulated by the Government. However, to date, the Government has not issued a new poverty standard for the 2026-2030 period. Therefore, the Department of Agriculture and Environment has advised the City People's Committee to issue Plan No. 417/KH-UBND dated October 9, 2025, on reviewing poor and near-poor households in 2025 according to the multidimensional poverty standard for the 2022-2025 period and identifying households engaged in agriculture, forestry, fisheries, and salt production with an average living standard for the 2022-2025 period in the city. This aims to determine the actual living standards of the people according to the multidimensional poverty standard to evaluate the results of achieving poverty reduction goals in 2025 and the entire 2021-2025 period. Through this, appropriate socio-economic development and social security policies for the 2026-2030 period will be developed and proposed.

Furthermore, if the Government has not yet issued a new poverty standard and directs the extension of the multidimensional poverty standard implementation period from 2022-2025 to 2026 as in the previous period, then localities still have a basis to promptly implement poverty reduction and social security policies for the people from the beginning of 2026…
