The forum was themed “Promoting investment and technological cooperation with Japan in developing high-quality, low-emission rice-growing areas associated with green growth in the Mekong Delta” (the Project). At the forum, delegates heard presentations on the Project “Sustainable development of one million hectares of specialized high-quality, low-emission rice cultivation associated with green growth in the Mekong Delta by 2030”, opportunities and potential for cooperation, and investment needs for the Project in Can Tho City.

Speaking at the forum, Vice Chairman of Can Tho City People's Committee Tran Chi Hung emphasized: The forum is of great importance in discussing opportunities for cooperation, investment in technology and expertise from Japanese partners in implementing the project assigned by the Government to the Ministry of Agriculture and Environment .

Can Tho is the driving force of the Mekong Delta region, possessing many favorable conditions for developing high-quality agriculture with over 511,000 hectares of agricultural land, including 319,000 hectares of rice land, and an annual planting area of over 700,000 hectares. The city is not only a key production area but also a nucleus for linking and spreading sustainable agricultural models throughout the region. In recent years, Can Tho City has pioneered the application of science and technology, promoting the production of high-quality rice, low-emission rice, and smart farming models adapted to climate change. These results have made a significant contribution to the implementation of the Project. However, the Mekong Delta is facing significant impacts from climate change, and there is an urgent need to innovate production methods, modernize the value chain, and enhance competitiveness.

In this transition process, international cooperation plays a crucial role, especially cooperation with Japan – a country with advanced agriculture, efficient management, high technology, and leading quality standards. With the decisive involvement and high sense of responsibility of the Ministry of Agriculture and Environment and related ministries and agencies, localities, experts, scientists, businesses, and farmers, along with the active support of the Japanese Government, JICA, and Japanese businesses, many opportunities for cooperative development in the agricultural sector of the Mekong Delta and the whole country will arise. This forms the basis for both sides to expand cooperation and jointly build a sustainable rice value chain, aiming for green development in the Mekong Delta region.

Mr. Hagiwara stated that the Forum is an opportunity for Japanese businesses to directly listen to the concerns and needs of stakeholders, both in Japan and Vietnam. Through this, Japanese businesses can participate in the Project, and the Japanese Ministry of Agriculture, Forestry and Fisheries will provide maximum support for this activity.

According to Tran Chi Hung, Vice Chairman of the People's Committee of Can Tho City: In the coming time, Can Tho City is committed to and will always accompany Japanese businesses in creating a favorable investment environment, reforming administrative procedures, and providing prompt support to effectively implement projects. We will work alongside investors, proactively resolving difficulties throughout the implementation process. We will develop infrastructure serving production, processing, and logistics to meet the needs of expanding high-quality, low-emission rice production. At the same time, we will ensure land availability, raw material areas, and human resources to meet the requirements of high-tech cooperation projects in agriculture; and promote research, innovation, and digital transformation in rice production and agricultural management.
