Promoting regional cooperation on digital transformation based on artificial intelligence

On the afternoon of October 27, 2025, the National Digital Transformation Agency, Ministry of Science and Technology (MOST) chaired the Regional Workshop on AI-based digital transformation with the participation of management agencies, research institutes, domestic and international enterprises.

Speaking at the opening ceremony of the workshop, Mr. Le Anh Tuan, Deputy Director of the National Digital Transformation Agency ( Ministry of Science and Technology ), said that this is an important event within the framework of the International Digital Week 2025, aiming to promote cooperation and experience sharing between countries in applying AI to serve digital transformation and develop public services.

Vietnam clearly recognizes that AI is not just a technology, but a national intellectual infrastructure, similar to electricity or the Internet, helping to improve competitiveness, serve the people and promote sustainable development.

The National Strategy on AI Research, Development and Application to 2030 identifies AI as the key driving force to help Vietnam become a leading country in the ASEAN region. Vietnam is focusing on building high-performance computing infrastructure, developing large datasets in Vietnamese, and promoting AI applications in healthcare, education, agriculture and smart cities.

In addition, the National Digital Transformation Agency plans to use resources from the National Technology Innovation Fund, of which 40% of the budget is prioritized for AI, to nurture the "Make in Vietnam" technology business ecosystem and support innovative startups.

Mr. Le Anh Tuan also emphasized the spirit of international cooperation and responsible development. Vietnam aims to build open AI technology, based on open standards and open source code, to ensure national autonomy and contribute to the global community. We need to develop humane, safe, transparent and human-centered AI.

The workshop consisted of two sessions: thematic session and business cooperation session. In the thematic session, delegates focused on discussing AI applications in national databases, solutions to ensure Internet infrastructure security, and AI cooperation mechanisms between China and ASEAN.

In particular, Mr. Zhao Zhigang, Deputy Secretary General of the Guangxi Zhuang Autonomous Region People's Committee and Director of the Guangxi Data Administration, introduced the model of the China-ASEAN AI Application Cooperation Center, contributing to strengthening connectivity and knowledge sharing in the region.

The business cooperation session brought together representatives of large corporations such as Huawei, VNPT, ZTE, iFLYTEK, FPT Smart Cloud and MaiYue Technology Company, to share experiences in deploying AI solutions for education, healthcare, transportation and agriculture.

In his closing speech, Mr. Le Anh Tuan highly appreciated the spirit of exchange, cooperation and experience sharing among domestic and international experts, managers, research institutes and enterprises. At the same time, he expressed his belief that the results of the workshop will be the foundation to promote cooperation in research, development and application of AI between Vietnam and ASEAN countries, making practical contributions to regional digital transformation, towards a smart, inclusive and sustainable digital community.
