The event brought together representatives of ASEAN member countries, international experts and development partners, aiming to complete the draft before submitting it to the 6th ASEAN Digital Ministers Meeting (ADGMIN 6) hosted by Vietnam in 2026.
In her opening speech, Ms. Vu Thi Tu Quyen, Deputy Director of the Department of International Cooperation ( Ministry of Science and Technology ) emphasized that ADM 2030 is a strategic roadmap for digital cooperation in the new era, towards an inclusive, trustworthy, creative and sustainable ASEAN Digital Community, where all people and businesses can connect and develop in the digital economy.
According to Ms. Vu Thi Tu Quyen, ADM 2030 not only inherits the achievements of ADM 2025, but also expands into new areas such as artificial intelligence, data management, cybersecurity and green digital transformation. During the drafting process, the Vietnamese Ministry of Science and Technology closely coordinated with the ASEAN Secretariat (ASEC), member countries (AMS) and Boston Consulting Group (BCG) to ensure the plan is up-to-date, feasible and consistent.

At the workshop, delegates from ASEAN countries and international organizations shared many experiences, initiatives and recommendations in developing digital infrastructure, digital government , digital society and innovation to ensure that ADM 2030 accurately reflects the common aspirations and readiness of the region.

Overview of the Workshop
The ADM 2030 Framework sets out the vision of transforming ASEAN into a global digital hub that is competitive, connected and inclusive.
Eight key strategic directions were identified, including: Developing seamless and inclusive digital infrastructure (5G, 6G networks, cloud computing, data centers and cross-border connectivity); promoting digital government and smart public services; enhancing digital trade and fintech cooperation; narrowing the digital divide and improving digital skills; building a dynamic innovation ecosystem; promoting ASEAN digital industry and the resilience of small and medium enterprises; developing green digital transformation towards a circular economy and affirming ASEAN's leading role in the field of AI and emerging technologies.
The structure of ADM 2030 consists of four main components: (1) Strategic Outcomes showing expected results by 2030; (2) Enabling Areas providing cross-cutting legal, financial and human resource support; (3) Metrics of Success to monitor implementation progress; (4) Timeline divided into the medium-term period 2026–2028 and the long-term period 2029–2030.
ADM 2030 is being developed through five phases: Initiation and mid-term review (March–May 2025); Research and drafting (June–August 2025); First stakeholder engagement (June–August 2025); Second stakeholder engagement (September–October 2025); and Finalization of the draft ADM 2030 (November 2025–January 2026).
