Promoting research and innovation cooperation between Vietnam and the European Union

On October 28, in Ninh Binh, the “EU-Vietnam Research and Innovation Day 2025” was held within the framework of the Vietnam International Digital Week 2025. The event was jointly organized by the Ministry of Science and Technology (MOST), the European Union Delegation to Vietnam (EUD) and EURAXESS ASEAN, with the support of the EU-Vietnam Cooperation Fund (EUVCF).

Overview of the event.

The event is considered an important cooperation activity to promote research and innovation between Vietnam and the European Union, taking place in the context of globalization and rapid technological development, demonstrating the common determination of both sides in considering research and innovation as key driving forces for sustainable growth, towards green development and comprehensive digital transformation.

Speaking at the event, Mr. Hoang Huu Hanh, Deputy Director of the National Digital Transformation Agency, Ministry of Science and Technology, emphasized that Vietnam considers science, technology and innovation as the driving force for national development and an important bridge to help the country integrate deeply with the world. Vietnam is implementing Resolution No. 57-NQ/TW of the Politburo with the goal of developing strategic technologies such as artificial intelligence (AI), semiconductors, quantum computing and cybersecurity. These are key areas contributing to improving national competitiveness in the digital age.

The representative of the Ministry of Science and Technology also expressed his appreciation for the partnership with the EU, especially through the Horizon Europe program and the Global Gateway Initiative. These frameworks open up opportunities for Vietnamese researchers, universities and businesses to access advanced knowledge, financial resources and international scientific networks. Vietnam also wishes to become an associate country of Horizon Europe in the near future.

Mr. Hoang Huu Hanh affirmed that cooperation between Vietnam and the European Union will open up many joint projects, bring advanced technological solutions, create positive impacts for both sides and hoped that the discussions at the event will be open, substantive and future-oriented, contributing to building a "sustainable bridge" of trust, knowledge and innovation between Vietnam and the EU.

Representative of the EU Delegation to Vietnam.

The representative of the EU Delegation to Vietnam emphasized that digital transformation and innovation are important pillars in the cooperation strategy between Vietnam and the EU. He said that Horizon Europe is the main funding program of the European Union (EU) for research and innovation with a budget of 95.5 billion euros for the period 2021-2027, demonstrating the EU's strong commitment to supporting research cooperation, innovation and sustainable development globally.

He also expressed his belief that cooperation between the European Union (EU) and Vietnam in the fields of science, technology and innovation is opening up many great opportunities for both sides, especially in the fields of semiconductors, artificial intelligence (AI), green energy and dual transformation (digital transformation and green transformation).

At the event, Mr. Dao Ngoc Chien, Director of the National Foundation for Science and Technology Development (NAFOSTED), shared the plan to build a co-funding mechanism between NAFOSTED and Horizon Europe towards enhancing research and innovation cooperation between Vietnam and the European Union.

According to the Director of the National Foundation for Science and Technology Development (NAFOSTED) , Vietnam has built a long-term partnership with the EU in the field of science and technology. The co-funding mechanism not only shares financial resources but also builds trust, responsibility and strategic cooperation between scientific organizations of the two sides.

Vietnam has proposed five priority areas for the 2026-2030 period, including: AI, Healthcare , Green Energy, Advanced Materials and Social Innovation. This is an important step for NAFOSTED to become a trusted partner of the EU in Southeast Asia, contributing to enhancing Vietnam's capacity for research, technology development and green transformation.

At the event, representatives from the EU and Vietnam shared strategic cooperation opportunities in the fields of science, technology, innovation and digital transformation, and discussed strengthening connections between management agencies, research institutes, universities and businesses on both sides.

Delegates also introduced funding and cooperation opportunities from the Horizon Europe Programme, affirming the role of this Programme as a solid foundation for the development of the science, technology, innovation and digital transformation ecosystem associated with the green and sustainable development goals of Vietnam and the EU.
