Comments on the Draft Documents of the 14th National Party Congress: People - the most valuable and sustainable asset of every economy

Human resources are the most valuable and sustainable assets of every economy . In particular, trust is the foundation that creates other core values such as: commitment, motivation and development goals, thereby promoting performance and inspiring the spirit of innovation. It is the strong belief in truth and quality that creates identity, helping people nurture the desire to create, towards the values of "truth - goodness - beauty", contributing to the sustainable development of society and humanity.

Trust leads to solidarity based on the sharing of common goals and the awareness of fairness in the interests of socio-economic entities. Trust will be achieved when national resources are owned, used, exploited, preserved and developed so that their existing and added values must be quantified and shared (shared values) publicly, fairly and transparently in the community.

In Vietnam, during the resistance war to defend the fatherland: independence and freedom are the common goals and values, so resources are naturally concentrated with the willingness of all subjects to bring about national liberation and unification... Our Party and President Ho Chi Minh with the immortal Declaration of Independence in 1945 and the slogan "Nothing is more precious than independence and freedom" brought a belief in a bright future and led the nation, which was immersed in the poverty of the feudal and colonial regimes, to rise up, going from one victory to another and finally liberating the South and unifying the country in 1975.

When the country entered the stage of construction and development, with the goal of independence and freedom achieved and almost assumed, a newly formed social environment needed a more comprehensive and equal legal environment to ensure that socio-economic resources were protected, shared, used and developed fairly among the subjects. Therefore, the egalitarian wartime planning mechanism applied after the country's unification became outdated and hindered development. However, the country's luck was that even during that difficult period of the country, we had strong faith in leader Ho Chi Minh with the teaching: "Whatever is beneficial to the people, we must do our best. Whatever is harmful to the people, we must avoid at all costs."

With that absolute faith in the Party, right at the time when the country's life in the pre-renovation period was full of difficulties and challenges, ideas of "breaking the rules" and piloting the allocation of contracted land in Phu Tho (formerly Vinh Phuc ) to individual farming households emerged in order to break through the mechanism and promote human resources to improve productivity and people's lives.

And the miracle of “underground contracting” by those single, ordinary and brave individuals was multiplied into a great social resource in the Party’s new economic institution through Resolution 24 of 1980 of the Standing Committee of the Hai Phong City Party Committee on agricultural product contracting. Hai Phong successfully implemented this economic breakthrough model, and not long after, the Secretariat issued Directive No. 100 of 1981, recognizing product contracting as the legal foundation for developing the country’s agriculture.

And in that economic reform, Vietnam has not only escaped poverty and gradually ensured food security but also quickly become the world's leading agricultural exporter. The breakthrough and success of the agricultural production sector has spread to other sectors, moving towards an export-based market economy... which is the foundation for the theory and practice of human and social resource development as well as the country's international economic integration...

The historical practice of building and developing the country of Vietnam has once again proven that people are the most important resource and trust is the core of human resource strength. The comprehensive national renovation initiated and led by our Party, starting from the 6th Congress (1986) to the 14th Congress (2026), has been exactly 40 years. Vietnam's economy has maintained a relatively fast growth rate, becoming a middle-income developing country. The macro economy is basically stable, major balances are guaranteed. Three strategic breakthroughs have been implemented synchronously, focused, and key, achieving outstanding results, creating a new foundation and driving force to promote socio-economic development. The national administration has been reformed in a professional and modern direction with the organization of the political system in the direction of being streamlined, compact, strong, effective, efficient, and effective, achieving breakthrough results.

However, the economy still relies on the export of agricultural products, raw materials and processed products... and is facing the risk of falling behind, the possibility of falling into the middle-income trap is still high due to low labor productivity, quality, efficiency, competitiveness, and limitations in science, technology and high-quality human resources. In addition, the developed market economy is still fragmented, not really competitive, fair and lacking competitive products in terms of economic scale. Moreover, the use and accumulation of national resources still lacks synchronous efficiency and concentration.

To perfect and develop the socialist-oriented market economic institution in the new era, it is necessary to build a strong rule-of-law State, thereby strengthening the belief of the entire Party and people in the bright future of the nation. This is also the foundation to arouse and promote human resources, foster the spirit of innovation associated with modern and sustainable economic institutional models. The upcoming 14th Party Congress documents will be an important milestone, orienting breakthrough economic development programs and models, promoting innovation in the new development stage of the country.

In all circumstances, especially at turning points in history, belief is always an invaluable source of spiritual motivation, helping people overcome challenges and is a core factor in human resource development.

In the digital age, when the world operates at an unprecedented speed, human trust becomes a pervasive force, creating a huge spiritual resource to promote the process of socio-economic development. However, trust is only truly sustainable when placed within the framework of a modern rule-of-law State, with an effective, synchronous and transparent governance mechanism, knowing how to transform resources into national resonance strength. As General Secretary To Lam emphasized: "To do well, the organizational model and the legal system must be implemented unanimously by the whole society, we cannot let each person go in a different direction."

Our Party's history of revolutionary struggle, along with 40 years of achievements in renovation, is a vivid demonstration of the strength of the people's trust in the Party - a vanguard, clean Party, with Party members who are truly "loyal servants of the People", for the goal of peace, prosperity and sustainable development of the country.
