Institutional breakthrough - the "key" to unlocking development potential
Of the city's three breakthroughs, institutional breakthrough is considered key, creating the premise for the remaining two breakthroughs. Accordingly, Hanoi focuses on building and perfecting the capital's development institutions, promptly concretizing the amended Capital Law, issuing mechanisms and policies to remove bottlenecks, clear, mobilize and effectively use all resources.

The city is urgently completing the construction and promulgation of documents under its authority; actively coordinating with central ministries and branches to soon issue decrees guiding the implementation of the Capital Law. Along with that, Hanoi continues to perfect the comprehensive, synchronous and feasible development institutions, on the basis of specific mechanisms and policies, both ensuring state management and encouraging creativity, liberating production capacity and unleashing social resources.
The focus of institutional breakthroughs is to build venture capital funds and science and technology development funds of the city, to promote the development of science, technology, innovation, digital transformation; encourage the development of the private economy , education, and health. The city also advocates building a mechanism to mobilize and attract the participation of all economic sectors, especially human resources, land resources, digital resources and large domestic and foreign economic groups to participate in key projects.
Along with that, Hanoi promotes decentralization, delegation of power, and authorization, following the motto "locality decides, locality does, locality is responsible". This mechanism is implemented in the fields of planning, investment, finance, urban management and development, land, environment, culture, transportation, population, etc., associated with the mechanism of power control, increasing creativity and responsibility of each level and each sector.
Head of the City Party Committee's Organization Board Ha Minh Hai emphasized that in the coming period, the city also identified administrative reform and digital transformation as breakthroughs associated with institutional improvement, aiming to build a modern, effective administration serving the people, creating a solid foundation for Hanoi to pioneer in science , technology and innovation.
On that basis, Hanoi aims to become the leading science and technology center in the country, on par with centers in the Asian region, forming an innovation cluster of the capital linked with the Red River Delta regions. The innovation ecosystem will become a place to "realize ideas and aspirations for contribution" of scientists, contributing to making Hanoi a leader in research and development of high technologies such as artificial intelligence, semiconductor technology, quantum, biology, environment, etc.
Breakthrough in human resources - building a team of talented, dedicated and visionary staff
The second breakthrough that Hanoi has identified is to develop, exploit, and effectively use high-quality human resources and attract talents. This is the "internal driving force" that determines the quality and effectiveness of implementing the city's development policies and strategies.
According to Head of the Party Committee's Organization Board Ha Minh Hai, in addition to digital transformation, personnel work is considered a major focus of the Party Committee in the 2025-2030 term, demonstrating a strong spirit of innovation in evaluating, selecting and arranging cadres. Hanoi has identified two consistent viewpoints: One is to "choose the right person to entrust your gold to" in selecting cadres, associated with the principle of "some in, some out, some up, some down". Two is to evaluate cadres based on data, standards and output results.
Mr. Ha Minh Hai affirmed: We consider "incoming, outgoing, up and down" as normal, becoming the public service culture of the Capital. Those who are assigned but do not meet the requirements will be transferred to another position, so that a more suitable person can take over.
In the coming period, Hanoi will focus on building a team of cadres at all levels, especially leaders, with strong political will, pure ethics, deep expertise, a spirit of innovation and dedication to the people. The city will comprehensively innovate its cadre work in the direction of "finding people for work", selecting individuals with heart - vision - talent - capacity to shoulder important responsibilities in the new period.
Along with that, piloting a number of policies and breakthrough solutions in personnel work; concretizing the mechanism for detecting, promoting, arranging and screening cadres with outstanding capacity, reform thinking and leadership ability. The city innovates the work of evaluating, training and using cadres in a democratic, objective and transparent manner, through specific products (OKR - KPI) and taking periodic votes of confidence.

The City Party Committee directs the implementation of policies to protect and encourage dynamic, creative cadres who dare to think, dare to do, dare to take responsibility for the common good, while concretizing policies to promote young cadres, women, ethnic minorities, scientific and technical cadres and state-owned enterprise managers. Along with that, it is necessary to strengthen control of power, overcome manifestations of "group interests" and factions, and build solidarity and unity within the Party Committee.
Hanoi also aims to improve the quality of training and fostering of cadres, including a program to send cadres for training at home and abroad, in order to prepare human resources to meet the requirements of smart urban management and a two-tier local government model. At the same time, it will build a unified, highly secure cadre database to serve the work of assessment, planning, and appointment; ensuring stable internal politics, discipline, and order.
Infrastructure breakthrough - building a modern capital with inter-regional connectivity
The third breakthrough focuses on developing a modern, smart and connected infrastructure system, creating a physical foundation for the capital's breakthrough in the new era. Hanoi aims to build a synchronous, integrated inter-regional and international transport network, linked to a long-term vision of urban and rural planning and sustainable development.
The city will invest in a diverse transport system: Expressways, national highways, beltways, gateway intersections, bridges over the Red River and Duong River; urban railways connecting satellite cities with the center and surrounding areas; developing inter-regional logistics systems, forming a strategic infrastructure network. Along with that is developing urban areas according to traffic orientation (TOD) and effectively exploiting underground space.
Hanoi also synchronously deploys the Capital planning for the period 2021-2030, vision 2050 and the Capital Master Plan to 2045, vision 2065, ensuring connection with national planning and the Capital region. The city focuses on publicity, digitalization, building a planning database, tightening discipline and order in management and allowing the community to monitor implementation.
The investment focus is on transport infrastructure connecting dynamic regions and development corridors, especially at gateways: Completing Ring Road 4 before 2027, starting construction of Ring Road 5 in the fourth quarter of 2027, upgrading expressways, building bridges across the Red River (Tu Lien, Tran Hung Dao, Thuong Cat, Hong Ha, Me So, Ngoc Hoi, Van Phuc...), closing the system of weak bridges and temporary bridges, developing urban railway lines (lines 2, 3, 5), aiming for 100 km of urban railway by 2030.
Hanoi also focuses on green transport conversion, controlling personal vehicles, perfecting the smart traffic management and operation system, developing an integrated public transport ecosystem, and fundamentally overcoming traffic congestion in the inner city and at gateways.
The city develops according to the urban cluster model, multipolar, multicenter, with satellite cities such as Soc Son, Son Tay, Hoa Lac, Xuan Mai, Phu Xuyen playing the role of regional economic - cultural - technological centers. In particular, Hanoi orients urban development on both sides of the Red River and Duong River, taking the Red River as the central landscape axis, the new development symbol of the capital. Green, smart urban space, "forest in the city" will be the highlight of the new urban appearance.
At the same time, Hanoi promotes the core role of Hoa Lac High-Tech Park, High-Tech Biotechnology Park, National Innovation Center, along with the system of research institutes and universities, striving to maintain the country's lead in the Provincial Innovation Index (PII). The city creates a favorable environment for research, application, and transfer of modern technology, mobilizing domestic and foreign scientific and technological potential, towards the goal of Hanoi Capital - a creative, modern, livable and globally connected city.
