
On the morning of October 29, continuing to implement the program of the 10th Session, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly worked in the Hall to discuss the assessment of the results of the implementation of the socio- economic development plan in 2025; the projected socio-economic development plan in 2026; the 5-year plan for the period 2021-2025; restructuring the economy; the implementation of the Constitution, laws, resolutions of the National Assembly, ordinances, resolutions of the National Assembly Standing Committee and legal documents in 2025.

Achieved significant results
Assessing the results of the implementation of the socio-economic development plan, National Assembly Deputy Nguyen Dai Thang (Hung Yen) said that the socio-economic development plan for 2025 and the entire 2021-2025 period was implemented in the context of the world situation having many complicated fluctuations, many issues beyond forecast, especially our country suffering severe consequences of the Covid-19 pandemic.

However, under the wise, correct and timely leadership and direction of the Central Executive Committee, the Politburo, the Secretariat (headed by the General Secretary), the National Assembly, the Government, the participation of the political system and the efforts of the business community, the active support and participation of all classes of people, and the support and assistance of the international community, important outstanding results have been achieved.
During the 2021-2025 period, our country maintained an average growth rate of 6.3% per year; achieved and exceeded 22/26 targets; maintained macroeconomic stability, controlled inflation well; major economic balances were ensured; people's lives were constantly improved; national defense and security potential was constantly consolidated and enhanced; the country's prestige and position were increasingly enhanced.

Appreciating the results achieved, delegate Nguyen Dai Thang also noted that the pressure to stabilize the macro economy is still great. The real estate, gold and bond markets are still complicated. Science and technology, innovation and digital transformation have not really become the main growth drivers. The target of increasing labor productivity has not yet been achieved as expected.
To effectively implement the socio-economic development plan in the coming time, delegate Nguyen Dai Thang proposed a strong shift in the growth model from breadth to depth, placing productivity, innovation and science and technology as the central driving force. Increase investment in research and development to at least 1.5% of GDP. Encourage enterprises to allocate science and technology funds, and exempt taxes for applied research enterprises. There needs to be a national innovation support fund to support enterprises, technology, supporting industries and digital transformation. Second, in terms of attracting foreign investment, it is necessary to shift from attracting by quantity to quality.

Considering that the improvement of legal institutions is an urgent requirement, delegate Nguyen Dai Thang suggested that the Government continue to review the entire system of legal and sub-legal documents. Continue to review and thoroughly cut down cumbersome procedures to create the most open and convenient administrative procedures for people and businesses. Increase the stability and predictability of policies, and publicly and transparently disclose socio-economic data. At the same time, it is necessary to further improve institutions to protect officials who dare to think and act for the common good, combined with strict administrative discipline and order.
Regarding promoting the development of high-quality human resources associated with digital and green transformation, delegate Nguyen Dai Thang said that the rate of workers with degrees and certificates is currently only 29%. Therefore, the delegate suggested that the Government should prioritize training centers for renewable energy, digital technology, and automation as key areas in the country's socio-economic development in the coming years.

Delegate Nguyen Dai Thang also emphasized that with the aspirational path to develop the country quickly and sustainably based on innovation, with people as the center, businesses as the driving force, and institutions as the foundation, Vietnam can completely rise strongly to become a developed country with high income by the middle of the 21st century according to the strategic orientation goals set out in the Resolution of the 13th National Party Congress.
It is necessary to soon build the Law on Development of Supporting Industries.
Paying attention to the development of supporting industries, National Assembly Deputy Nguyen Duy Minh (Da Nang) highly appreciated the Government's issuance of Decree No. 205/2025/ND-CP expanding the scope to developing the production, processing and manufacturing ecosystem, considering supporting industries as the pillar of an autonomous and innovative industry.

According to delegates, domestic enterprises welcome the establishment of the National Industrial Support Fund, because this is the first time there is a long-term financial mechanism with low interest rates, helping them invest in technological innovation, automation and raising international standards. FDI corporations also appreciate the preferential policy with conditions, because it creates opportunities for deeper cooperation with Vietnamese enterprises.
To develop sustainable supporting industries, protect trade interests and the competitiveness of the economy, delegate Nguyen Duy Minh suggested that the Government pay attention to early institutionalizing the Party's policy, directing research and development of the Law on Supporting Industry Development to form a unified and stable legal framework to ensure production autonomy, sustainable integration and development of Vietnamese enterprises in the global value chain.

Implement the National Support Industry Development Fund in 2026, ensuring preferential loans reach the right enterprises producing components, materials and precision technology. At the same time, it is necessary to implement the "one-stop support for supporting industry" mechanism, shorten the procedures to create conditions for enterprises to access quickly and effectively, ensuring that the decree really comes into life, bringing practical effects to the national industry.
In addition, delegate Nguyen Duy Minh also proposed to prioritize capital from the National Support Industry Fund to support tuition fees, on-the-job training, support internship scholarships at enterprises, and at the same time, cooperate internationally to transfer training technology. Attracting selective FDI investment associated with commitments to localization and technology transfer by issuing conditional incentive mechanisms.

Early establishment of minimum staffing framework and appropriate salary mechanism for commune level
National Assembly Deputy Duong Van Phuoc (Da Nang) said that the 2021-2025 period was a very successful term, our country overcame unprecedented challenges and achieved admirable feats, creating a solid foundation for growth momentum in the new development period.
In particular, the delegates emphasized that voters and people are very excited, confident, accompanying and supporting the new policies of the Party, especially the implementation of the 2-level local government model. It can be seen that the 2-level local government model has been and is affirming its correctness and is initially promoting positive effects.

Since reality is also posing many problems that need to be resolved, continued research and improvement, National Assembly deputies Duong Van Phuoc (Da Nang) and Dang Thi My Huong (Khanh Hoa) proposed that the Government soon research and promulgate appropriate financial mechanisms for the commune level; continue to invest, upgrade and synchronize facilities and information technology infrastructure for the commune level, especially in remote, mountainous, border and island areas...
At the same time, the Ministry of Home Affairs needs to soon conduct a field survey, develop job positions and a minimum staffing framework to serve as a basis for staffing at the commune level; advise the Government to issue a suitable salary mechanism to encourage commune-level officials and civil servants to feel secure in their work, attract officials to work in areas with difficult economic conditions; pay attention to training and fostering expertise, skills and professionalism for officials according to job positions in localities.

In order for local authorities at two levels to quickly resolve administrative procedures for people and businesses, National Assembly Deputy Mai Van Hai (Thanh Hoa) suggested that it is necessary to continue to pay attention to investing in digital transformation infrastructure, focusing on training and fostering knowledge of information technology and digital transformation for officials and civil servants, and effectively implementing the "Digital Literacy for the People" campaign that is practical for the people.
