Assessing the implementation of the National Assembly 's Resolution on the 5-year socio-economic development plan for 2021 - 2025, National Assembly deputies expressed their agreement and appreciation for the Government's Report, which was carefully prepared, had a profound summary, and comprehensively reflected the results.

National Assembly Deputy Nguyen Dai Thang (Hung Yen) stated that in the context of the complicated world situation, many issues beyond forecast, especially our country suffering severe consequences of the Covid-19 pandemic, but under the wise, correct and timely leadership and direction of the Central Executive Committee, the Politburo , the Secretariat, headed by the General Secretary, the National Assembly, the Government, the participation of the entire political system and the efforts of the business community, the support and active participation of all classes of people; the support and assistance of the international community, the implementation of the 5-year socio-economic development plan for the period 2021 - 2025 has achieved outstanding and important results.

Our country maintained an average growth rate of 6.3% per year, achieved and exceeded 22/26 targets, maintained macroeconomic stability, controlled inflation well, ensured major balances of the economy, people's lives were constantly improved; national defense and security potential was constantly consolidated and enhanced; the country's position and prestige were increasingly enhanced.

However, delegates also pointed out the remaining difficulties such as the pressure to stabilize the macro economy is still great, the real estate, gold and bond markets are still complicated; science and technology, innovation and digital transformation have not really become the main growth drivers; the target of increasing labor productivity has not yet reached expectations.

“Especially issues related to the environment, traffic congestion, flooding, businesses and production households, and the lives of a segment of the population are still facing many difficulties. The economic structure has shifted but has not yet met expectations,” noted National Assembly Deputy Tran Hoang Ngan (Ho Chi Minh City).

Not only catching up, but also leading in some key areas

To effectively implement the socio-economic development plan in the coming time, delegate Nguyen Dai Thang said that it is necessary to strongly transform the growth model from breadth to depth, placing innovation productivity and science and technology as the central driving force. Therefore, the delegate suggested that the Government increase investment in research and development to at least 1.5% of GDP; encourage enterprises to allocate science and technology funds, exempt taxes for applied research enterprises; and need a National Innovation Support Fund to support supporting industrial technology enterprises and digital transformation.

Regarding foreign investment attraction, according to delegate Nguyen Dai Thang, we must shift from attracting quantity to quality. According to statistics, more than 70% of export turnover belongs to the FDI sector, but domestic added value has not reached expectations. Therefore, there needs to be a selective policy, prioritizing projects with commitments to transfer technology, use Vietnamese human resources and link with domestic enterprises. For example, in the field of electronics industry and semiconductor chip manufacturing, Vietnam can fully take advantage of the opportunity to restructure the global supply chain if we have appropriate land, infrastructure and human resources policies.

Sharing the same view, National Assembly Deputy La Thanh Tan (Hai Phong) said that it is necessary to promote the development of the national innovation ecosystem, connecting private enterprises, FDI enterprises with research and development (R&D) centers, universities, research institutes, and venture capital funds. Promote "localization" through links between FDI and domestic enterprises, aiming to apply mandatory localization rates in a number of strategic areas; support domestic enterprises to improve their capacity to meet the standards to participate in the FDI supply chain.

In addition, it is necessary to build supply chain linkage programs between FDI and domestic enterprises, especially in supporting, manufacturing and high-tech industries; have mechanisms to encourage FDI enterprises to transfer technology, train human resources, and support capacity building for Vietnamese enterprises. "Build linkage and consulting centers to support domestic enterprises to participate in the global supply chain, support industry promotion centers, and linkage centers between FDI enterprises and domestic enterprises in industrial parks and economic zones. Have investment incentive policies for FDI with commitments to link, transfer technology, and use products and services of Vietnamese enterprises," emphasized delegate La Thanh Tan.

Also stating that “we must not only catch up, but also lead in a number of key areas of the 4.0 industrial revolution with a vibrant technology startup ecosystem, R&D centers on artificial intelligence (AI), semiconductors and world-class research institutes”, National Assembly Deputy Ta Dinh Thi (Hanoi) stated that it is necessary to build a comprehensive digital society, with people and businesses at the center; forming a dynamic digital economy with an increasingly large contribution to GDP, based on the “Make in Vietnam” technology platform, with regional and global technology brands.

From an institutional perspective, delegate Tran Hoang Ngan said that currently, we are still slow in issuing decrees and circulars to guide private enterprises and business households to have access to land resources, production and business premises, rent houses, land, and public assets; provide financial support, credit, tax, and preferential fees in contractor selection; support enterprises in applying science and technology, innovation, and developing e-commerce; support the formation of large enterprises and private economic groups of global stature, capable of competing with the world and having many innovative startup unicorns.

Therefore, delegate Tran Hoang Ngan emphasized that it is necessary to soon institutionalize Article 5 of Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for private economic development, in which the principle of handling violations and resolving business cases needs to prioritize civil, economic and administrative measures first.

Delegates also suggested that the Government continue to review the entire system of legal and sub-legal documents, thoroughly cutting down cumbersome procedures to create the most open and convenient administrative procedures for people and businesses. Increase the predictability and stability of policies, publicize and make transparent socio-economic data; at the same time, it is necessary to further improve institutions to protect officials who dare to think and act for the common good, combined with strict administrative discipline and order.

The country is at a turning point, entering a new era, with the direction and aspiration to develop the country rapidly and sustainably based on innovation, with people as the center, businesses as the driving force, and institutions as the foundation. National Assembly deputies believe that Vietnam can completely rise strongly, becoming a developed country with high income by the middle of the 21st century according to the goals and strategic orientations set out in the Resolution of the 13th National Party Congress.
