
At the meeting, leaders of the wards reported on the results of implementing Plan 249 and presented recommendations to address difficulties and obstacles in the process of deploying and operating the two-tiered local government system.
According to the leaders of Xom Chieu ward, the ward currently lacks dedicated digital transformation officers, and its civil servants are still handling multiple tasks simultaneously. Therefore, their IT skills are uneven, leading to delays in the implementation of some tasks. Furthermore, the IT infrastructure, including some equipment, is outdated, inconsistent, and does not fully meet the needs for connectivity, data storage, and information security.

The leaders of Khanh Hoi ward also shared the difficulties regarding infrastructure and the shortage of human resources, while the workload at the ward is very heavy. Accordingly, the ward is also facing difficulties in some projects such as relocating residents from old, dilapidated apartment buildings.
Vinh Hoi Ward highlighted difficulties regarding infrastructure and a shortage of qualified and skilled personnel. The ward also requested that the city provide in-depth training courses on technology and digital transformation for commune-level officials and civil servants.
During the meeting, the working group members provided information and feedback on the suggestions and proposals from the three wards.
Concluding the meeting, Comrade Truong Thi Bich Hanh shared the difficulties and pressures the wards are facing. She acknowledged that the three wards had completed their assigned tasks, as well as their work in serving the people after the implementation of the two-tiered local government system.

According to Comrade Truong Thi Bich Hanh, localities have many good and creative ways of serving the people that need to be promoted. In particular, the role of socio -political organizations should be promoted to support people in digital transformation and the use of online public service applications.
The comrade also requested that the wards review their tasks from now until the end of the year to expedite implementation and ensure timely progress, especially those tasks related to people's lives.
Comrade Truong Thi Bich Hanh requested the working group to record the common difficulties reflected and suggested by the wards in order to promptly report and propose to the City Party Committee mechanisms to resolve them so that the grassroots government apparatus can operate effectively and serve the people better.
