Proposal to transfer the Land Registration Office branch to the commune level

National Assembly Deputy Nguyen Huu Thong (Lam Dong) said that in many localities, people still have to go back and forth many times, through many intermediaries to complete land procedures. The delegate proposed transferring the Land Registration Office branch to the commune level for management, instead of the current provincial level, to make it more convenient for people.

Speaking at the National Assembly on the morning of October 30, Deputy Head of the National Assembly Delegation of Lam Dong Province Nguyen Huu Thong expressed his high agreement with the Government's Reports and the Verification Report of the Economic and Financial Committee. The delegate said that the reports comprehensively reflected the socio-economic development picture in 2025, clearly demonstrating the Government's determination in the context of unpredictable world fluctuations.

According to the delegate, thanks to the flexible and creative management of the Government, the accompaniment of the National Assembly and the efforts of the entire political system, businesses and people, the economy has achieved many remarkable results. "These results strengthen the people's trust in the leadership of the Party and Vietnam's position in the international arena."

People still "struggle" to do land procedures

The Deputy Head of the National Assembly Delegation of Lam Dong province assessed that 2025 is a special milestone when the whole country simultaneously deploys the two-level local government model and rearranges administrative units. This is an important institutional reform step, contributing to streamlining the apparatus, improving the effectiveness and efficiency of state management, and at the same time opening up new development space for localities.

Delegate Nguyen Huu Thong noted that despite the short implementation time, the basic arrangement was smooth and effective. However, along with positive results, the new model also raised many issues that needed to be resolved soon, especially in land management - the area that voters were most concerned about and reflected on.

“In reality, in many localities, people still have to go back and forth many times, through many intermediaries to complete land procedures. The reason is partly because the branch system of the Land Registration Office is still under the management of the provincial level, which is not suitable for the two-level local government model and goes against the goal of decentralization and substantive decentralization,” delegate Nguyen Huu Thong emphasized.

From the above reality, the Deputy Head of the Lam Dong National Assembly Delegation recommended that the Government and ministries and branches promptly review and issue policies to transfer branches of Land Registration Offices to commune-level management, under the direction of the People's Committees at commune level.

"This is a practical work, helping to shorten time, reduce costs for people, while improving service efficiency and enhancing the responsibility of grassroots authorities," said National Assembly Deputy Nguyen Huu Thong.

In addition, delegates proposed that the Government should have specific instructions on personnel, financial mechanisms, facilities and business processes when implementing the transfer, to ensure consistency and efficiency throughout the system.

Increase deputy level to avoid overloading local government

Another issue raised by delegate Thong was the overload of work at the commune-level government after the merger and expansion of the area. Many communes and wards have large populations and diverse workloads, while the number of Vice Chairmen of the Commune People's Committee and deputy heads of specialized departments and offices is too small, holding many concurrent positions.

The delegate recommended that the Government and ministries and branches consider amending regulations on the number of deputies in a reasonable direction, consistent with the characteristics of each locality. This, he said, would contribute to improving operational efficiency, especially in handling land records, construction investment, ethnic and religious affairs and social order management.

Resolving debt with medical businesses after Covid-19

National Assembly Deputy Nguyen Huu Thong also specifically emphasized that many businesses in the fields of healthcare, pharmaceuticals, medical equipment and supplies that contributed and lent equipment during the Covid-19 pandemic have yet to be paid due to problems with procedures, documents and financial mechanisms.

“We and many delegates have proposed this issue since the 6th Session, but it has not been resolved yet. The Government and the Ministry of Health have both recognized it, but it is unclear why it is still slow to handle, affecting the recovery ability of businesses.”

Delegate Nguyen Huu Thong requested the Government to take drastic direction to completely resolve the remaining expenses for enterprises that have accompanied the State during the most difficult period.
