Accepting comments on student discipline, if necessary, Circular 19 will be revised.

(Dan Tri) - Deputy Prime Minister Le Thanh Long said that the Ministry of Education and Training is closely following the issue of school violence and Circular 19 on student discipline, while emphasizing the spirit of openness and readiness to amend and supplement if necessary.

At the discussion session on socio -economic development at the 10th session of the National Assembly this morning (October 30), Deputy Prime Minister Le Thanh Long shared about the field of education and training, mentioning breakthroughs in policies and changes in philosophy in student management.

Deputy Prime Minister Le Thanh Long began by emphasizing the importance of Resolution 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development.

"Resolution 71 of the Politburo is a breakthrough. A breakthrough in many different aspects of the country's education . Material and budgetary conditions allow for that. As long as we are determined, we will achieve the set goals and carry out the breakthroughs in Resolution 71," he said.

Regarding the issue of school violence and Circular 19/2025/TT-BGDDT on student discipline that National Assembly deputies are concerned about, the Deputy Prime Minister said that the Government has directed the Ministry of Education and Training to actively monitor public opinion, opinions of all sectors, National Assembly deputies as well as press information to promptly amend and supplement.

"I would like to represent the Ministry of Education and Training to receive comments and suggestions. At the same time, the Prime Minister has also issued a directive to the Ministry of Education and Training to closely monitor the situation, public opinion, and different sectors, National Assembly delegates, and press information to see how things are progressing and make timely amendments and supplements," said the Deputy Prime Minister.

Circular 19/2025/TT-BGDDT regulating rewards and discipline for students in schools takes effect tomorrow (October 31), issued by the Ministry of Education and Training to amend and supplement inappropriate regulations in Circular 08 of 1988.

“It took us nearly 40 years to fix it. Many previous generations of ministers discussed it back and forth in the executive committee, but it was never done. This is a very brave act by the Ministry of Education and Training, and we need to acknowledge it,” he said.

When explaining the philosophy behind amending Circular 19, the Deputy Prime Minister informed about this issue and directly asked Minister Nguyen Kim Son.

Accordingly, international experience shows that violations are handled according to the respective specialized legal systems. For example, students who violate the law may be sent to reform schools or community facilities. If they commit criminal violations, they will be handled according to the Penal Code based on their age; and administrative violations will be regulated according to the Law on Handling of Administrative Violations.

"This is also the thinking of the Ministry of Education and Training to keep discipline in schools relatively gentle, according to the educational perspective of most developed countries, not to interrupt the educational process, especially for children at a sensitive age," the Deputy Prime Minister informed.

At the same time, he emphasized that he will continue to closely monitor relevant regulations and policies with the Ministry of Education and Training, and promptly amend them if necessary because "this is completely receptive".

Speaking earlier, many delegates said that according to the new Circular of the Ministry of Education and Training, the disciplinary form of suspension from school will be completely eliminated. This humane policy aims to ensure students' right to education.

However, many voters are concerned that disciplinary measures only stop at warnings, requests for apologies, criticism, and writing self-criticism, which are not enough of a deterrent, especially for insulting and violent behavior at school that does not yet constitute a crime.
