The Hanoi Department of Education and Training has recently requested the Culture and Social Affairs Departments of wards and communes, as well as affiliated schools, to strengthen security and safety measures in schools.
Specifically, the Department requires schools at all levels to establish hotlines and publicly display phone numbers so that parents and the public can promptly report information related to potential issues such as school security and safety, school violence, etc.
The Hanoi Department of Education and Training also requested schools at all levels to strengthen the dissemination of laws on traffic order and safety, fire prevention and control, cultural behavior skills, prevention of school violence, drug abuse, high-tech crime, and other social evils.

Schools must strictly manage the use of mobile phones and transmitting devices within the school; promote the role of school counseling teams; regularly organize activities to educate students on life skills and risk response skills; and promptly identify students showing signs of abnormal behavior or psychology.
In addition, schools need to conduct a comprehensive review and inspection of their facilities, especially the system of mature trees showing signs of disease or at risk of falling, and report any issues immediately for appropriate action. They should also inspect the electrical system, ponds, railings, playgrounds, etc., to ensure the safety of students.
According to the Hanoi Department of Education and Training, in recent times, efforts to ensure school security and safety, prevent school violence, crime, and social evils have been implemented and achieved positive results.
However, school violence, social vices, and law violations among students remain complex, with a trend towards younger ages of offenders, negatively impacting their physical and mental health and the educational environment.
Recently, two serious incidents of school violence have shocked public opinion in Hanoi: a 7th-grade student at Dai Kim Secondary School grabbed his teacher's hair, held her head down, and threw her to the ground in the classroom; and a student at Minh Phu High School was forced to kneel, apologize, and lick a car's license plate by a group of young men.
