Following the administrative boundary merger (of the former Quang Ngai province and Kon Tum province), the Department of Science and Technology spearheaded a review and selection of seven key information systems for unified use throughout the province. These systems include official email, a data sharing and integration platform (LGSP), document management software, an administrative procedure processing information system, an electronic portal, a reporting information system, and a video conferencing system.
To date, 108 agencies in the province have participated in using the electronic system, with 2,184 administrative procedures digitized. Of these, 848 are fully online public services and 1,336 are partially online public services. Quang Ngai is one of the first five localities to complete 100% integration of online public services on the National Public Service Portal, with 2,127 online procedures.
The Provincial People's Committee issued Decision No. 958/QD-UBND dated June 20, 2025, on supplementing electronic identification codes for agencies, units, and localities as prescribed. The province has also completed the integration of specialized digital signatures for public service, issuing and updating information on more than 5,200 digital certificates for organizations and individuals, ensuring that all administrative processes are digitized and digitally signed in accordance with regulations.
Regarding technical infrastructure and security, the province has reviewed and effectively utilized the Intelligent Operations Center (IOC) to serve the direction and management of socio-economic development. Data security solutions, transmission channels, and key equipment have also been fully implemented to ensure information security for the entire system when operating the two-tiered government. The dedicated data transmission network has covered 100% of provincial and commune-level agencies.
Furthermore, Quang Ngai also organizes training courses for officials and civil servants on the use of artificial intelligence. The launching ceremony of the "Digital Literacy Movement" was held on July 28, 2025. At this event, with online connections to 96 locations in communes, wards, and special zones, FPT Group instructors trained officials and civil servants in state agencies on the use of artificial intelligence (AI). This activity is expected to contribute to spreading the spirit of lifelong learning and enhancing the digital capabilities of the public service workforce.
With synchronized steps ranging from upgrading infrastructure and training human resources in AI to perfecting data and administrative processes, Quang Ngai is laying a solid foundation for expanding the application of AI and big data in state management, aiming towards operating an efficient two-tiered local government model.
