After the administrative boundary consolidation (former Quang Ngai province and Kon Tum ), the Department of Science and Technology has chaired the review and selection of 7 key information systems for unified use across the province. These systems include official email, integrated data sharing platform (LGSP), document management software, administrative procedure (TTHC) information system, electronic information portal, reporting information system and video conferencing system.
To date, the province has 108 agencies participating in using the electronic system, with 2,184 digitalized administrative procedures. Of these, 848 are fully online public services and 1,336 are partially online public services. Quang Ngai is one of the first five localities to complete 100% integration of online public services on the National Public Service Portal, with 2,127 online procedures.
The Provincial People's Committee issued Decision No. 958/QD-UBND dated June 20, 2025 on adding electronic identification codes for agencies, units, and localities according to regulations. The province has also completed the integration of digital signatures for public service, newly issued and changed information of more than 5,200 digital certificates for organizations and individuals, ensuring that all administrative processes are digitized and digitally signed in accordance with regulations.
Regarding technical infrastructure and security, the province has reviewed and effectively exploited the Intelligent Operation Center (IOC) to serve the direction and management of socio-economic development. Data security solutions, transmission channels and key equipment have also been fully deployed to ensure information security for the entire system when operating the two-level government. The dedicated data transmission network has covered 100% of provincial and commune-level agencies.
In addition, Quang Ngai also organized training courses for officials and civil servants to use artificial intelligence. The launching ceremony of the "Digital Education for All" Movement was held on July 28, 2025. At this event, with online connections to 96 commune, ward and special economic zone points, FPT Group lecturers trained in the use of artificial intelligence (AI) for officials, civil servants and public employees in state agencies. This activity is expected to contribute to spreading the spirit of lifelong learning and improving digital capacity for civil servants.
With synchronous steps from upgrading infrastructure, training human resources in AI, to perfecting data and administrative processes, Quang Ngai is creating a solid foundation to expand the application of AI and big data in state management activities, towards operating an effective two-level local government model.
