Innovation - The solution to big problems

Speaking at the opening ceremony of TECHFEST Vietnam 2025 on the evening of December 13th, Prime Minister Pham Minh Chinh stated that Vietnam's startup and innovation ecosystem lags behind the region and the world, while many major challenges require satisfactory answers.

Prime Minister Pham Minh Chinh delivered a speech at the opening ceremony of TECHFEST Vietnam 2025.

Big problems need solutions.

According to the Prime Minister, entrepreneurship and innovation are an inevitable and objective trend, a strategic choice, and a top priority in investment; they are the key to unlocking breakthrough development for businesses and are an important driving force for rapid and sustainable economic development of nations, especially in the era of the Fourth Industrial Revolution.

Over the years, the Party and State have issued many guidelines, mechanisms, and policies to promote national entrepreneurship, innovation, and digital transformation, such as Resolutions No. 57, 59, 66, 68, 70, 71, 72… identifying science , technology, innovation, and digital transformation as key breakthroughs; shifting from a “management mindset” to a “development-oriented” mindset; reducing pre-approval and increasing post-approval; and identifying the private sector as an important driving force of the national economy…

The government has issued action programs to implement the Politburo's strategic resolutions; and perfected the legal framework to promote entrepreneurship and innovation.

Nevertheless, due to its slower starting point, Vietnam's startup and innovation ecosystem still lags behind the region and the world, and is not yet commensurate with the potential, intelligence, and capabilities of the Vietnamese people. The Prime Minister pointed out that many "major problems" need satisfactory solutions.

The question is: How can Vietnamese businesses participate more deeply in the global value chain? How can Vietnamese products assert their value and reach further, deeper, and wider in regional and international markets? Where will Vietnam stand in the already established global semiconductor value chain with the participation of many major powers and large corporations? How can we promote artificial intelligence and machine learning products that Vietnam masters?

How can artificial intelligence be effectively applied to social and environmental issues, including disaster prevention, mitigation, and recovery, as well as reducing traffic congestion and pollution in major cities?

Future development orientation

To solve these problems, Vietnam needs to promote innovation to develop its domestic technological capabilities.

"When each individual innovates, each business innovates, and the whole society innovates, the entire country will transform dramatically. And when the spirit of innovation spreads, Vietnam will take long strides on the path to rapid and sustainable development," the Prime Minister remarked.

According to the Prime Minister, in the coming period, Vietnam needs to shift from application and processing to research and mastery of technology; from individual startups and innovations to the formation and development of ecosystems; and from the domestic market to the region and the world.

The state, in its governance role, needs to shift from strict control to fostering development, creating a comprehensive and open legal framework for experimental and effective mechanisms.

The Prime Minister assigned tasks to ministries, sectors, and localities, including the Ministry of Science and Technology, to proactively improve institutions and policies, remove barriers to new business models and technologies, and focus resources on investing in technology infrastructure.

Research institutes, universities, other science and technology organizations, and businesses should promote entrepreneurship training from the secondary school level, provide in-depth training in STEM, innovation, and technology management… Strengthen cooperation between the State - Schools - Scientists - Investors.

Businesses and investors must be innovative; proactively invest in new technologies and models, and participate in incubating and accelerating startups; forming a leading business ecosystem, especially in strategic technology sectors…

The people, especially the younger generation, need to uphold the spirit of Phu Dong, the spirit of entrepreneurship, daring to think, daring to act, daring to accept risks and failures; and to foster a culture of innovation throughout society.

In that spirit, TECHFEST 2025 is expected to become a milestone for the National Strategy on Innovative Entrepreneurship, clearly demonstrating the spirit of promoting nationwide innovative entrepreneurship, leveraging the power of science, technology, innovation, and digital transformation to create breakthrough development momentum.
