Many breakthrough mechanisms and policies open the way for development
Through studying the Government's Report, the Inspection Report of the National Assembly's Committee on Law and Justice on the implementation of the Constitution, Laws, Resolutions of the National Assembly, Ordinances, Resolutions of the National Assembly Standing Committee, National Assembly Delegate Dang Bich Ngoc ( Phu Tho ) affirmed: In the past time, especially in 2024 - 2025, under the centralized and unified leadership of the Party Central Committee, directly and regularly the Politburo, the Secretariat, headed by the General Secretary, the work of building and perfecting legal institutions, administrative reform, improving the investment and business environment, and national digital transformation has been strongly promoted and implemented.
With innovation and determination in directing and operating the work of law making and enforcement, the Government has synchronously implemented four key tasks, namely: focusing on ensuring progress and a large volume of draft laws; reviewing and drafting legal documents to create a legal corridor, proactively handling difficulties and obstacles in law enforcement with the motto "wherever there is a problem, remove it there; at which level, the problem is resolved at that level"; issuing many breakthrough policies and mechanisms to unlock resources, paving the way for development.

Delegates assessed that, in the context of implementing the current 2-level local government model, the Government has promptly directed the review of the system of documents, proposed contents and submitted to the National Assembly for promulgation of draft laws to create a legal corridor for implementation. In particular, promulgating documents on decentralization and delegation of powers; simplifying administrative procedures.
This is demonstrated through telling numbers, such as: in the first 9 months of the year, the National Assembly held 11 thematic meetings, issued 28 Resolutions. At the 9th Session, the National Assembly passed 38 draft laws; this 10th Session is expected to pass 49 draft laws. All of this demonstrates the efforts and determination of the Government and the National Assembly, especially the close coordination and unity between the Government and National Assembly agencies; the accompaniment and initiative right from the preparation stage to the examination of draft laws.
Thoroughly handle the "disease" of document debt
National Assembly Deputy Dang Bich Ngoc said that the policy mechanisms in Resolution No. 66 dated April 30, 2025 of the Politburo on innovation in law-making and enforcement to meet the requirements of national development in the new era have created an important legal corridor; including breakthrough policies for those working in law-making. In particular, policies to support and attract experts, scientists, and people with practical experience to participate in law-making and law-enforcement.
Along with the construction and implementation, the work of propaganda and legal education is given special importance by ministries, branches and localities. In particular, the Law Implementation Conferences chaired by the National Assembly and the Government from the central to the communal levels have helped bring the law to the people faster, more timely and comprehensively, through many information channels, especially the social network system.

According to the delegate, in addition to the very positive results achieved, the Government's Report frankly pointed out many shortcomings, limitations, inadequacies and causes. In particular, it must be affirmed that the underlying cause still focuses on the quality of a number of draft laws. With a large number of laws promulgated, in the spirit of innovation, shortening the process makes some agencies and units in advising and formulating policies still confused, coordination work in some places is still not tight, many provisions are still lacking in practicality and difficult to implement. Typically, there are a number of newly promulgated draft laws but the provisions have had to be amended and supplemented to be suitable.
To effectively carry out the work of law making and enforcement in the coming time, delegates suggested that the National Assembly and the Government need to continue to innovate thinking in law making and enforcement, with the motto of building laws with an open mindset, closely following reality, laws that are easy to understand and easy to implement. In addition, continue to pay attention to investing in supporting funding for law making and enforcement, focusing on attracting people with expertise, qualifications and practical experience.
The delegate also said that the Government needs to thoroughly overcome the situation of document debt, which has been a long-standing problem, so that the promulgated law can soon come into effect. Because currently, when building laws with the motto of only addressing the content of a framework and concise nature, it is very important for the Government to issue sub-law documents to guide implementation. If the situation of document debt is left, it means that the law cannot be implemented. At the same time, it is necessary to continue to effectively implement decentralization, delegation of power, and perfect the law on organizational apparatus along with strengthening inspection and supervision to ensure that the law is effectively implemented.
