At the discussion session on the implementation of the Constitution, laws, resolutions of the National Assembly and ordinances of the National Assembly Standing Committee in 2025, delegate Nguyen Tam Hung expressed his approval of the Reports of the Government, the Supreme People's Court, the Supreme People's Procuracy and the Inspection Report of the Committee on Law and Justice. In particular, the reports were prepared comprehensively and in-depth, clearly demonstrating the effort to shift the focus from "correct promulgation" to "effective implementation", taking the effectiveness of law enforcement as a measure of national governance capacity.

According to delegate Nguyen Tam Hung, the handling of more than 6.5 million online records, of which over 70% are at the commune level, shows that the model of "Government close to the people - service administration - creative law" is being effectively implemented and put into practice.
To continue effective law enforcement, delegates proposed five key issues that need to be focused on.
Firstly, institutional quality in some areas remains unstable and has not kept up with modern governance requirements, especially in the digital economy , data, environment, cybersecurity and innovation. The Government needs to develop an early warning mechanism for bottlenecks and apply digital legal data to review conflicts and ensure the consistency and feasibility of the legal system.

Second, there are currently 53 detailed regulations that have been issued slowly, affecting the progress of law implementation. Delegates proposed to strengthen online monitoring and publicize progress so that the National Assembly and the People can monitor, thereby tightening legal discipline.
Third, the responsibility of leaders in law enforcement in some places is still formal. Delegates proposed to clearly stipulate sanctions, linking law enforcement results with annual evaluation and classification of officials.
Fourth, the policy feedback mechanism is still slow, and some local recommendations have not been processed in a timely manner. Delegates proposed establishing a unified electronic information portal to receive, process and publicize the progress of resolving recommendations; at the same time, stipulating mandatory response deadlines for ministries, branches and localities.

Fifth, the commune-level government is facing a number of difficulties, focusing on personnel, data infrastructure, and financial mechanisms. Delegates suggested that the institutional framework and staffing calculation should be completed soon based on population size and workload; the mechanism for seconding officials from higher levels to the grassroots level should be expanded; and training in legal skills, digital skills, and people-serving skills should be enhanced.
“ The effectiveness of a law does not lie only in its words, but in whether the law makes people's lives better or not. Therefore, law enforcement should be seen as an institutional reform, in which public service responsibilities and belief in the rule of law are promoted,” delegate Nguyen Tam Hung emphasized.
The delegates expressed their belief that, with the Government's determination and the National Assembly's close supervision, the work of law-making and enforcement will continue to move from "correct" to "accurate", from "sufficient" to "effective", contributing to building a modern, clean, and people-serving socialist rule-of-law state of Vietnam.
