Quang Ninh: Approving local adjustments to the Dam Ha area construction planning until 2040

Recently, the People's Committee of Quang Ninh province has issued a Decision approving the Local Adjustment of the Construction Planning of Dam Ha district to 2040, with a vision to 2050.

Decision No. 4033/QD-UBND, signed by Mr. Vu Van Dien, Vice Chairman of Quang Ninh Provincial People's Committee on October 23, 2025, on approving the local adjustment of the Construction Planning of Dam Ha district to 2040, with a vision to 2050, was approved by the Provincial People's Committee in Decision No. 816/QD-UBND dated March 29, 2023.

According to this Decision, the planning adds 01 Dam Ha Dong Solar Power Plant (lake) and auxiliary areas in Quang Lam commune, the old Quang Tan commune, now Quang Tan commune; Adds 01 Dam Ha Solar Power Plant and auxiliary areas in Dai Binh commune, the old Duc Yen commune, now Dam Ha commune, Quang Tan commune; Adds 01 Tan Binh Solar Power Plant and auxiliary areas in Dam Ha commune; Adds planning orientation for Binh Lieu and Tien Yen wind power areas (according to Power Plan VIII).

Supplement the planning of the 220kV transmission line from Dam Ha Dong (lake) Solar Power Plant and Dam Ha Solar Power Plant to connect with the 220kV Cam Pha - Hai Ha transmission line; Supplement the power line connecting from Tan Binh Solar Power Plant to the Eastern Industrial Cluster of Dam Ha B.

Also according to this Decision, the content of the drawing and the Decision on the phrase "high-tech agricultural zone" is adjusted to "High-tech agricultural zone".

Amending a number of contents in Decision No. 816/QD-UBND dated March 29, 2023 of the Provincial People's Committee on approving the Construction Planning of Dam Ha district to 2040, with a vision to 2050.

Quang Ninh Provincial People's Committee assigns the Investment and Construction Project Management Board of Region II to take full responsibility for the content, data and drawings submitted for approval according to regulations.

After the Local Planning Adjustment Project is approved: take the lead in organizing the implementation of marker planting according to the legal regulations on planning; coordinate with the People's Committees of related communes to organize public announcement, archive planning records, organize the implementation of planning lists issued by the Provincial People's Committee, and assign implementation according to regulations.

Relevant departments, branches and sectors are responsible for specialized management according to approved planning, proactively reviewing relevant sectoral planning and plans to adjust to ensure consistency, unity and convenience in the process of concretizing this planning; coordinate and implement investment procedures for projects in the area according to the planning to ensure current regulations.

Quang Ninh Provincial People's Committee requests the People's Committees of Quang Tan and Dam Ha communes, based on current regulations, to preside over and coordinate with the Investment and Construction Project Management Board of Region II and relevant units to publicly announce and archive the approved planning adjustment project; review the general planning of the commune and the detailed planning under their responsibility to implement the adjustment of the planning according to regulations to ensure consistency; perform state management functions according to regulations, comply with the approved planning; implement the contents of the approved local planning adjustment project according to regulations.
