Bright picture of the whole term
Speaking at the National Assembly's discussion session on socio -economic issues on the afternoon of October 29, Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized that thanks to the attention of the Party, the State and the consensus of the people, the cultural sector has made many remarkable strides in recent times, as recorded in the Government's report.
The Minister expressed his delight that the opinions of the National Assembly deputies all highly appreciated cultural achievements, added practical perspectives and specific solutions for more effective implementation in the coming time, demonstrating unity and a common goal of improving the quality of cultural development.
According to the Minister, 2025 and the entire past term marked a strong transformation in the cultural sector. From awareness to action, the whole society is increasingly paying deeper attention to institutions and organizational mechanisms, valuing the role of the people as creative subjects. Culture has achieved outstanding results, demonstrating positive changes in both awareness and practice.
Along with that, tourism has become a bright spot in the economic picture, sports have affirmed their position in the international arena, and the press - the new field that the Ministry has taken over - continues to promote its role as a bridge between the Party, the State and the people. The Minister summarized: "Culture has become the foundation, sports is the strength, information is the channel, tourism is the connecting bridge".

That spirit, according to Minister Nguyen Van Hung, has permeated the direction and management of the industry. The entire cultural industry is not satisfied with the results achieved but continues to strive, arousing the desire to rise up, and move towards new achievements.
The Minister affirmed that today's success is the result of a deeper awareness of the position and role of culture: From a "spiritual foundation" to an "endogenous strength", a regulatory system for sustainable development, closely linked to the economy. This viewpoint has been concretized in the draft documents submitted to the 14th National Party Congress, which are currently receiving widespread public opinion.
The Minister also informed that at the recent World Conference on Cultural Policy and Sustainable Development (MONDIACULT 2025) organized by UNESCO and the Spanish Government, Vietnam proposed the initiative “Decade of Culture for Sustainable Development”. This initiative was approved by UNESCO and submitted to the United Nations for consideration. If approved, this will be a milestone demonstrating Vietnam’s proactive role and substantial contribution to the process of human civilization development, affirming that Vietnam’s approach is consistent with global trends.
Tourism and cultural industry - new driving force for development

According to Minister Nguyen Van Hung, the achievements in the cultural field have spread strongly, creating momentum for the development of tourism - one of the 12 important cultural industries. He said that many National Assembly deputies have mentioned the development of tourism based on cultural resources and reality shows that this is the right direction that the industry is effectively implementing.
Currently, Vietnam has 5 main tourism products including: Ecotourism, heritage tourism, community tourism, cultural tourism and medical resort tourism. These products have been widely deployed in many localities, associated with the rearrangement of administrative units according to the 2-level government model, thereby expanding the development space, creating in-depth tourism products with regional characteristics.
The Minister gave an example: The combination of Gia Lai’s forest tourism products and Binh Dinh’s sea tourism has created a unique, attractive “forest and sea” product model, with highland connectivity. Along with that, professional services, reasonable prices, and a green, clean, and beautiful environment help Vietnam become a safe, civilized, and friendly destination.
From that reality, the Minister expressed his belief that Vietnam's tourism will not only contribute to GDP as reported by the Government, but will truly become a spearhead economic sector, in line with the spirit of Resolution 08 of the Politburo.
Minister Nguyen Van Hung also cited specific examples from Hoa Lo relic (Hanoi) - a place that has been effectively exploited to educate the tradition of patriotism and national pride, turning the relic into not only a place of honor but also a "living school" for the young generation.
In addition, Trang An Scenic Landscape Complex (Ninh Binh), after being recognized by UNESCO as a World Cultural and Natural Heritage, has become an attractive destination, contributing significantly to local economic development.
Regarding the cultural industry, the Minister said that Vietnam is implementing the direction of choosing advantageous fields to "take shortcuts and get ahead" such as performing arts, cinema, cultural tourism and design - fields that clearly demonstrate the talent and creative identity of Vietnamese people.
He identified three main pillars for the development of the cultural industry: creators-enterprises-State. In which, creators are the center, enterprises are the place to realize ideas into products, and the State plays the role of creating institutions and policies.
The Minister of Information and the Government have proposed that the National Assembly review and develop the Law on Cultural Industry, aiming to create a synchronous legal corridor, encouraging the development of this sector as a dynamic economic component, making a practical contribution to the national GDP.
Minister Nguyen Van Hung was also pleased to inform that the Ministry of Culture, Sports and Tourism is drafting a Resolution of the Politburo on "Revival and development of Vietnamese culture in the new era".
When issued, this Resolution, together with other pillar resolutions, will promote the country's sustainable development, affirming the role of culture as a foundation, an endogenous resource, a national soft power towards the goal of "getting rich through culture, developing the economy based on culture".
