Ho Chi Minh City: Adjusting the overall master plan for the construction of Con Dao special economic zone

From now until 2030, in Con Dao special economic zone, there will be 76 technical infrastructure projects, social infrastructure projects and other projects that will be implemented according to the plan to adjust the overall master plan for Con Dao construction until 2045.

In the coming time, many technical infrastructure projects, social infrastructure projects and other projects will be implemented in Con Dao special economic zone to promote this area to develop its inherent potentials more strongly.

Ho Chi Minh City People's Committee issued Plan 139/KH-UBND on implementing the overall adjustment of the general construction planning of Con Dao until 2045.

Accordingly, it will concretize the orientation of the Project to adjust the overall master plan for construction of Con Dao (formerly Ba Ria - Vung Tau province) until 2045, which was approved by the Prime Minister in Decision No. 566/QD-TTg dated June 26, 2025; determine the list of implementing zoning and detailed planning projects; construction investment projects and resources to ensure feasibility, timeliness, and progress in accordance with the order of priority.

The plan requires: The general planning needs to be reviewed, newly established, and adjusted to ensure compliance with the general planning orientation, ensuring progress and quality; the implementation and adjustment of zoning and detailed planning projects must ensure consistency in spatial organization, landscape architecture, technical infrastructure systems, etc., in accordance with the general planning orientation...

Ho Chi Minh City People's Committee noted that the adjustment of the master plan must study the land allocation plan to develop petrol and gas stations and power grid projects to ensure energy security. At the same time, the orientation and criteria for undergrounding the domestic power grid system, limiting construction on the area of ​​​​the power grid safety corridor, associated with projects to renovate and improve urban infrastructure in Con Dao... to contribute to improving urban aesthetics and ensuring safety in the management and operation of the power grid.

According to the plan, there are a total of 76 technical infrastructure projects, social infrastructure... which will be divided into many phases: Phase 2025-2030 (73 projects). In which, the transport infrastructure group (12 projects) includes: Con Dao Airport; upgrading Ben Dam Port (current status 3,000 DWT); Con Dao passenger wharf (qualified to receive international cruise ships) at Ben Dam;...

Power supply projects (4 projects): Undergrounding power cables in the area; installing 8 new diesel generators at An Hoi power plant; 110kV Con Dao transformer station and 110kV Vinh Chau - Con Dao line. Irrigation, water supply, waste treatment project group (5 projects). Environmental protection infrastructure (4 projects).

Meanwhile, regarding social infrastructure, there are 28 projects including: Culture, sports (6 projects); science and technology (1 project); administration, education, urban public (16 projects) such as: Construction of Con Dao Special Zone Administrative Center; Secondary School of Residential Area No. 3; kindergarten of Tuoi Tho Kindergarten and projects to renovate and upgrade many traffic routes...

The above plan states that the annual construction planning budget (estimated at about 16.1 billion VND in 2025) is expected to establish 3 detailed 1/500 plans for functional areas according to management requirements and establish 3 detailed 1/500 plans for auction; organize boundary marking; establish architectural management regulations; establish a sustainable forest management plan for Con Dao National Park in the period of 2023 and a project for eco-tourism, resort, and entertainment under the forest canopy of Con Dao National Park...

For other technical infrastructure and social infrastructure projects (2025-2030 period): Total estimated investment cost is 21,648 billion VND (investment projects from state budget capital); investment projects from other capital sources (21 projects) with total estimated investment capital of 44,555 billion VND.

The plan of the Ho Chi Minh City People's Committee also proposed many solutions to increase budget revenue, develop human resources, protect the environment, solutions on science, technology, innovation and digital transformation; improve the efficiency and effectiveness of the state administrative management apparatus... in Con Dao special zone.
