At the 3rd session, the 8th term People's Council of Quang Tri province has just reviewed and approved a resolution stipulating the scope of tasks and powers of the Chairman of the People's Committee at the commune level to authorize civil servants of the People's Committee at the commune level in the field of certification in the province.

New regulations help to smoothly handle administrative procedures at the commune level.

Accordingly, the Chairman of the People's Committee of a commune, ward, or special zone (commune level) is authorized to authorize civil servants of the People's Committee of the commune level to perform the following tasks: Certify copies from original documents and papers issued or certified by competent agencies and organizations in Vietnam; competent agencies and organizations of foreign countries; competent agencies and organizations of Vietnam in association with competent agencies and organizations of foreign countries.

Authentication of signatures in documents and papers (applicable to both fingerprint authentication and cases where the person requesting authentication cannot sign or fingerprint). Authentication of signatures of translators in documents and papers from foreign languages ​​to Vietnamese, from Vietnamese to foreign languages.

Authenticating contracts and transactions related to assets that are movable property, land use rights, and houses; authenticating wills; authenticating documents of refusal to receive inheritance, authenticating documents of agreement on division of inheritance where the inheritance is movable property, land use rights, and houses; authenticating documents of declaration of inheritance where the inheritance is movable property, land use rights, and houses; authenticating amendments, supplements, and cancellations of contracts and transactions; correcting errors in contracts and transactions; issuing certified copies of the originals of notarized contracts and transactions.

Quang Tri Provincial People's Council passed a resolution stipulating the scope of duties and powers of the Chairman of the Commune People's Committee authorized to civil servants of the Commune People's Committee in the field of certification.

The representative of the Provincial People's Committee said that implementing the 2-level local government organization model, the number of administrative procedures in the field of certification arising at the Commune People's Committee is very large, including many procedures that require receiving, resolving and returning results within the day.

Meanwhile, the Chairman of the People's Committee at the commune level both performs general management and administration tasks and directly handles administrative procedures, leading to great work pressure, affecting the progress and quality of handling notarized documents.

Therefore, to ensure the timely and effective implementation of administrative procedures in the field of certification; at the same time, promote administrative reform, shorten the process and time for handling records, and enhance the responsibility of commune-level civil servants, it is necessary to issue a Resolution of the Provincial People's Council stipulating the scope of tasks and powers of the Chairman of the Commune People's Committee authorized to civil servants of the Commune People's Committee in the field of certification.
