The People's Committee of Tay Ninh province has just issued a document on resolving difficulties and obstacles at the commune level when operating a two-tiered local government system.

The People's Committee of Tay Ninh province requests that departments, agencies, and the People's Committees of communes and wards continue to assess the feasibility and implementability of laws on decentralization, delegation of power, and delineation of authority at the commune level in order to adjust, guide, or propose amendments to documents to suit the practical situation.

Tasks that have been assigned to the commune level but encounter difficulties must be reported to the Provincial People's Committee for guidance, assignment of responsibilities, and implementation; cases exceeding the commune's authority must be reported to the competent authority for consideration and handling.

The People's Committee of Tay Ninh province requested focused leadership and direction to immediately overcome obstacles and shortcomings, ensuring that by the end of 2025 there will be no more difficulties related to the tasks that have been decentralized and delegated at the commune level.

Local Party committees and authorities have identified this as a key and urgent task, aiming to fundamentally resolve difficulties by the end of December 2025, as directed by General Secretary To Lam . Units are urged to promptly finalize organizational structures and establish new public service units at the commune level in accordance with the central government's policy.

At the same time, continue to supplement and allocate sufficient professional staff and civil servants at the commune level; proactively implement measures for recruitment, assignment, rotation, and signing labor contracts in accordance with regulations to supplement professional personnel, especially in the fields of land management, planning, construction, finance, information technology, education , and health.

Strengthen the organization of professional and vocational training courses; research appropriate support policies for officials and civil servants who have to relocate for work in distant areas during the initial years.

The units continue to review, compile statistics, organize, arrange, and handle public offices and assets; renovate and procure public assets according to regulations to ensure sufficient facilities and equipment for commune-level operations.

Thoroughly address the shortage of equipment and working tools; improve digital infrastructure and digital data to ensure seamless connectivity between all levels of government.

At the same time, we will accelerate administrative procedure reforms, reduce and simplify internal administrative procedures; focus on digital transformation, standardize work processes, and create favorable conditions for citizens and businesses.
