
In the final days of 2025, we had the opportunity to visit the family of Ms. To Thi Hue in Huu Nghi village, Chi Lang commune. In her newly built house, still smelling of fresh paint, Ms. Hue happily shared: "My family has four members; I have three children, two of whom are still in school. Previously, my family's life was very difficult, and I didn't have a stable income. In 2022, I was guided by commune officials to apply for a 100 million VND loan at the Chi Lang branch of the Social Policy Bank to cultivate custard apple trees. Thanks to that, my family has a steady income from the trees each year. In addition, I also proactively worked as a hired laborer to supplement my family's income and cover living expenses. In 2025, with over 80 million VND in government support, along with my savings and borrowed money, I built a new, more spacious house to live in." Although things are still difficult, I've noticed that the economy has improved significantly, so last October I proactively wrote an application to be removed from the poverty list.
Not only have people applied to be removed from the poverty list, but in recent times, dozens of households in Chi Lang commune have also applied to be removed from the near-poverty list. Mr. Nong Van Hoa, a resident of Doan Ket village, shared: "I am over 70 years old this year. Although I am old, I always think that as long as I have my health, I must try to work hard to escape hardship. Besides 4 acres of rice and corn, my family also planted 2 hectares of eucalyptus trees, which are currently growing and developing very well. Moreover, in May 2025, my family will receive support from the State in the form of 2 cows to develop our economy. I see that compared to previous years, my family's economy has improved a lot, so I have applied to be removed from the near-poverty list to use it as motivation for my children to develop their own economy."
According to statistics, from the beginning of the year until now, Chi Lang commune has had 71 households applying to be removed from the poverty list, including 14 applications to be removed from the poverty list and the rest to be removed from the near-poverty list. Each household writing the application has its own unique circumstances, but they all share a common point: an awareness of their responsibility to the community and a strong will to strive daily to escape poverty sustainably.
Mr. Hoang Minh Dung, Deputy Head of the Economic Department of Chi Lang commune, said: "In recent times, to help people develop their internal resources and improve their economic situation, the department has proactively advised the commune's Party committee and government to strengthen propaganda and mobilization efforts to help people overcome difficulties and develop the strengths of fruit trees, with custard apple being the key crop. In addition, the department has also intensified propaganda to raise people's awareness of poverty reduction; and promoted the core role of village heads, village Party branch secretaries, and influential people in mobilizing the people."
Alongside propaganda efforts, the commune's Party committee and government, in coordination with specialized agencies, organize one to two training courses annually on the process and techniques of planting and caring for fruit trees for local people. To provide people with resources to invest in production development and escape poverty, the commune's Party committee and government also cooperate with banks to support poor and near-poor households in accessing preferential loans. To date, 230 households in the commune have received preferential loans, with a total outstanding loan balance at the Chi Lang Branch of the Social Policy Bank exceeding 11.4 billion VND.
Thanks to this, poverty reduction efforts in Chi Lang commune have achieved positive results. By 2025, the estimated poverty rate in the commune is 1.64% and the near-poverty rate is 1.37%.
The applications to be removed from the poverty list and near-poverty list were written in different handwriting styles and ink colors, many even containing spelling errors, but the core content all conveyed a sincere desire to escape poverty.
