Over 100,000 social housing units have been completed, and temporary and dilapidated houses have been eliminated.
According to a report by the Ministry of Construction, from the beginning of 2025 to the present, the Government has issued 6 resolutions; the Prime Minister has issued 1 decision on assigning targets for social housing development, 3 telegrams and 1 directive; the Prime Minister and Deputy Prime Ministers have issued approximately 15 notices, conclusions, and directives related to social housing development and real estate market management, with many solutions aimed at promoting social housing development to ensure social security, while restructuring supply and demand, stabilizing the real estate market, and stabilizing the macroeconomy .
At the same time, the Government submitted to the National Assembly for promulgation 5 laws and 1 resolution, issued 2 special resolutions within its authority to address difficulties and obstacles, and 23 decrees amending and supplementing related to investment, construction, land, planning, bidding, management, and use of public assets.
The government has submitted one resolution to the National Assembly and issued three decrees within its authority; the Prime Minister has issued one decision; and the Ministry of Construction has issued one circular related to the management and development of social housing.

Simultaneously, the Prime Minister chaired six nationwide conferences, combining in-person and online participation, with ministries, localities, associations, and businesses related to social housing and the real estate market.
Ministries, departments, and localities, according to their assigned functions and tasks, have actively implemented inspections, supervision, and resolved difficulties and obstacles in the implementation of real estate projects and social housing development.
With the strong direction and attention of the Government and the Prime Minister, the real estate market has seen many positive changes. Many real estate projects have had their legal difficulties and obstacles resolved, and have been able to continue implementation, creating conditions to unlock resources and generate new supply for the market.
The legal policies enacted recently have had a strong impact on the real estate market in general and the housing market in particular. Many innovative policies are considered and expected to create space for the development of the real estate market, while also addressing current difficulties in the real estate market.
Regarding real estate supply, nationwide there are 3,297 commercial housing, social housing, and land plot projects, with a scale of 5.9 million units and a total investment of 7.42 trillion VND.
Tourism and resort projects comprise 218 projects with a total of 10,800 units and a total investment of 1.86 trillion VND (112 projects completed, 74 projects under implementation, and 32 projects with approved investment policies).
Commercial, service, and office projects comprise 223 projects with a total investment of VND 544.3 trillion (138 projects completed, 65 projects underway, and 20 projects with approved investment policies).
There are 447 industrial parks established with a total industrial land area of approximately 93,000 hectares (304 projects completed and 143 projects under development).

From 2022 to the present, the real estate market has gradually recovered and developed again, with a corresponding increase in transactions across various types and segments of real estate, reaching approximately 537,000 to 785,000 transactions per year.
Regarding real estate prices, in recent years, the prices of apartments, townhouses, villas, and land plots (for people to build houses) have increased significantly; the average increase is about 10% - 15% per year, with some periods seeing increases up to 30%.
Prices of other types of real estate, such as tourism, resort, commercial, office, and industrial properties, have all increased over the years; the average increase is about 5%-10% per year, which is much lower than the increase in housing and land prices.
As of August 31, 2025, outstanding real estate credit amounted to approximately VND 4.1 million billion. Of this, outstanding credit for real estate business activities reached VND 1,823,312 billion.
The corporate bond market for real estate businesses, in particular, has been quite stable since the beginning of 2025. The total volume of corporate bonds issued in the first nine months of 2025 was nearly 398,000 billion VND, an increase of nearly 44% compared to the same period in 2024.
Total registered FDI capital in the real estate sector in the first nine months of the year reached US$5.18 billion, an increase of 15.2%.
Regarding the implementation of the social housing project to build one million apartments, to date, the whole country has 698 social housing projects under development with a scale of 657,441 units. Of these, 193 projects have been completed, with a scale of 169,143 units; 200 projects have commenced construction and are under implementation with a scale of 134,111 units; and 305 projects have received investment approval, with a scale of 354,187 units.
In 2025 alone, the whole country completed 102,388 out of 100,275 units (reaching 102%); and started construction on 85 new projects with a scale of 91,431 units.
At the meeting, representatives from provinces such as Khanh Hoa, Quang Ninh, Thai Nguyen, Hai Phong, and Hung Yen reported that the number of real estate transactions increased quarter by quarter in 2025, indicating a clear market recovery after a period of stagnation. However, the progress of many large projects remains slow, mainly due to obstacles in compensation and land clearance.

Leaders of the Vietnam Real Estate Association and the Ho Chi Minh City Real Estate Association assess that the real estate market is recovering, with the absorption rate of new projects reaching approximately 68-70%. Real estate prices are considered to have stabilized and remained flat, but there are no signs of a decrease yet.
One million social housing units will be completed ahead of schedule.
In his concluding remarks, Prime Minister Pham Minh Chinh generally agreed with the reports and opinions, and summarized three outstanding achievements in 2025 and the 2021-2025 period.
Firstly, in 2025, the whole country vigorously implemented the elimination of temporary and dilapidated houses, completing the task in time for the 80th anniversary of National Day, more than 5 years ahead of schedule.
The Prime Minister requested that agencies summarize and draw lessons from experience, conduct commendations, and continue this work in the future, emphasizing that it must be done regularly, continuously, and without interruption. Local authorities must review, supplement, and improve the system, ensuring that no temporary or dilapidated houses remain in their areas, with the spirit of leaving no one behind and guaranteeing the right to housing for all citizens.
Secondly, the development of social housing has seen many breakthroughs during this term; with a spirit of learning from experience, making adjustments, and perfecting the legal framework as we go.

To date, the legal framework has been relatively well-developed; many localities such as Hanoi, Ho Chi Minh City, Bac Ninh, Thai Nguyen, Ninh Binh, Hai Phong, Dong Nai… have rapidly implemented numerous projects.
By 2025, the whole country will have completed more than 100,000 social housing units, exceeding the set target, and around 2027-2028, we will have completed 1 million units - the target set for 2030.
The Prime Minister requested that achievements be built upon, and that there should be even more proactiveness, greater determination, greater effort, and more decisiveness in the development of social housing; localities should proactively allocate land and raw material sources, and implement administrative procedures through green channels to develop social housing; reputable enterprises should be boldly entrusted with the implementation of projects; and any obstacles should be compiled and proposed for immediate resolution.
The Prime Minister emphasized the important significance of developing social housing: demonstrating humanity, national solidarity, and brotherhood; not sacrificing progress, fairness, and social welfare for the sake of mere growth; increasing housing supply, meeting people's needs, and contributing to lowering real estate prices; and contributing to promoting economic growth…
Thirdly, the real estate and commercial housing market has also made progress and is gradually recovering. This is the result of the efforts of the entire political system, especially the relevant agencies and localities. Some mechanisms and policies related to laws have been removed.

Complete the construction of the real estate database in Q1/2026.
In addition, the real estate market and social housing development still face some obstacles and difficulties. Looking ahead, and directing a number of key tasks and solutions, the Prime Minister requested the Ministry of Construction to take the lead in guiding localities to build and publicly disclose a database, to be completed in the first quarter of 2026 (including a database on the real estate market, commercial housing, social housing, temporary housing, and dilapidated housing nationwide).
Ministries, departments, and localities will continue to review and remove institutional obstacles, including policies for purchasing, renting, and lease-purchasing social housing in a flexible and accessible manner for citizens and businesses.
Continue to develop a healthy, stable, and sustainable real estate market; allocate land, raw material mines, and develop other industries and sectors related to real estate with transparency, openness, and stability. Promote the development of industrial real estate.
In addition, it is necessary to diversify sources of capital for real estate, including credit, bond issuance, FDI, public-private partnerships, etc., to avoid over-reliance on credit and to ensure that credit is directed appropriately; and to maximize fiscal policy space.
Simultaneously, control real estate prices, including controlling input costs; promote the establishment of state-run real estate and land use rights transaction centers; leverage the state's proactive role in coordinating and collaborating with businesses to resolve the real estate inventory issue in a spirit of harmonizing interests and sharing risks between the state, the people, and businesses; and apply digital transformation to develop a safe, open, and transparent real estate market.
The Prime Minister also directed several specific tasks for ministries, sectors, and localities, emphasizing the need for localities to focus on directing and accelerating the implementation of projects and completing assigned social housing targets; strictly enforcing regulations on allocating land for worker accommodation and social housing. Along with that, they should review and adjust planning; accelerate administrative reforms, prioritize procedures for social housing, and reduce administrative procedures by 50%… The Prime Minister noted that social housing projects must ensure the provision of all essential infrastructure.
The Prime Minister hopes that large enterprises will continue to uphold social responsibility, proactively and actively undertake tasks, and implement projects assigned by localities in the development of social housing, contributing to the development of a healthy, stable, and sustainable real estate market with the spirit of "Party leadership, State creation, enterprises pioneering, public and private partnership, national development, people's happiness".
The Prime Minister requested that press and media agencies encourage and support real estate businesses that operate legally, legitimately enrich themselves, and fulfill their social responsibilities, while simultaneously criticizing and condemning violations.
