Ho Chi Minh City: Chu Van An Street expansion project accelerates to finish by the end of 2025

After 8 months of construction, the project to expand and upgrade Chu Van An Street (Binh Thanh Ward, Ho Chi Minh City) with a total investment of more than 1,000 billion VND has completed about 85% of the volume. Construction units are mobilizing human resources and machinery to work continuously, including holidays, to bring the project to the finish line on schedule in December 2025.

According to observations by reporters from the News and Ethnic Minorities Newspaper, in late October 2025, construction work was underway on sidewalk curbs, drainage systems, and road surfaces in areas where land had recently been handed over. Most households within the project area have handed over their land, however, two cases remain unresolved. In addition, approximately 50 medium and low-voltage power poles are still located within the road's right-of-way and have not been relocated, posing a potential traffic safety hazard.

Ms. Nguyen Thi Khanh, a resident living along the road, shared: “The people here all hope the road will be completed soon. Currently, it's dusty in the sun and muddy in the rain, making business very difficult and reducing income significantly due to the construction. We only hope the project will be completed soon so that travel and business can be more convenient.”

There are still two cases on the project where the land has not been handed over to the construction unit.

Regarding the delay in relocating power poles in the middle of the road, Mr. Mai Duc Nam, representative of Gia Dinh Power Company, told reporters: “The Chu Van An road upgrade and expansion project is managed by the Binh Thanh District Investment and Construction Project Management Board. The project includes road widening and power grid relocation.”

Over the past period, the company has repeatedly sent written requests to the Project Management Board for Investment and Construction in Binh Thanh District, urging them to promptly relocate the power poles located in the middle of the road and expedite the relocation of the power grid in accordance with regulations to ensure safety and aesthetics. However, to date, the investor has not yet complied. While waiting for the investor to take action, the electricity sector regularly inspects, monitors, and paints reflective paint on the power poles to warn and ensure the safety of the people.”

"When this project was initiated, Gia Dinh Power Company held a meeting and issued a written notice of the meeting's content on January 24, 2024. In that notice, they agreed with the Project Management Board for Investment and Construction in Binh Thanh District on the principle of implementing the plan in the form of relocation – reconstruction – handover to the power sector (without compensation for the existing situation)," Mr. Nam said.

According to the Project Management Board representative, the project is currently 85% complete. The unit is focusing on finishing the sidewalks and road surface, and coordinating with relevant units to relocate remaining technical infrastructure. For the two cases where land has not yet been handed over, authorities will continue to persuade them; if no agreement is reached, enforcement will be carried out in the near future to ensure progress.

The project to expand and upgrade Chu Van An Street, from Binh Hoa Five-Way Intersection to Phan Chu Trinh Street, spans approximately 600 meters, widening the road surface from 7 meters to 23 meters. The total investment is 1,067 billion VND, of which 981 billion VND is allocated for compensation and land clearance.

The completion of the project will not only help reduce traffic congestion in the former Binh Thanh district, but also contribute to urban beautification, improve technical infrastructure, and better serve the lives and business activities of the people.
