Of the 186 collectives and individuals mentioned, 148 have received official recognition and awards, while 38 have not yet received them (some collectives and individuals are still submitting applications and have not yet reported to the Central Emulation and Commendation Council). In addition, there are 324 National Emulation Soldiers.
At the 11th National Emulation Congress, it is expected that 186 Heroes and 100 National Emulation Fighters will be honored. Heroes of the People's Armed Forces and Heroes of Labor during the đổi mới (renovation) period who have recently been awarded these titles will receive their awards according to state-level ceremonies.
The 11th National Emulation Congress is a very important and meaningful event leading up to the 14th National Congress of the Party, with a large scale and the largest number of delegates among all congresses. According to Pham Huy Giang, Head of the Central Emulation and Commendation Board, the Congress was attended by 2,025 official delegates from 34 provinces and cities, and 71 ministries, departments, and agencies. There were 200 invited guests including leaders and former leaders of the Party, State, and Vietnam Fatherland Front; leaders of the Central Emulation and Commendation Council from various periods; Secretaries of Provincial and City Party Committees and Party Committees directly under the Central Committee; former Secretaries of Provincial and City Party Committees (before restructuring); representatives of Vietnamese Heroic Mothers; and representatives of individual Heroes of the People's Armed Forces and Labor Heroes from various periods.
Held over two days, December 26-27, at the National Convention Center, the Congress will summarize the patriotic emulation movements and award work over the past five years (2021-2025), honor and commend collectives and individuals awarded the titles of Hero of Labor, Hero of the People's Armed Forces, and National Emulation Fighter; exemplary advanced collectives and individuals, outstanding models in patriotic emulation movements; and launch the emulation movement for the period 2026-2030. This is also an opportunity to enhance the honoring and promotion of Vietnamese culture, creating conditions for the people to enjoy cultural values.
Over the past five years, many emulation movements have been launched and implemented effectively, with high dissemination, such as: the special emulation movement "The whole country unites, works together, and wholeheartedly competes to prevent, control, and defeat the COVID-19 pandemic"; the movement to eliminate temporary and dilapidated houses completed 5 years and 4 months ahead of schedule; the emulation movement to build the 500 kV Quang Trach - Pho Noi circuit 3 power line and the 500 kV Lao Cai - Vinh Yen power line in record short time…
The emulation movements have closely followed the implementation of political tasks, especially the emulation of achieving accomplishments in commemoration of major holidays and important political events of the country. Many emulation movements are currently being embraced throughout the Party, the people, and the armed forces.
Recently, extreme storms and floods, exceeding historical levels, in the central provinces of Vietnam caused the collapse of 1,635 houses and severely damaged 39,461 others. In response, Prime Minister Pham Minh Chinh launched and implemented the "Quang Trung Campaign" to rapidly rebuild and repair homes for families whose houses were damaged.
As of December 8, 2025, in the central provinces and cities, construction had begun on 971 out of 1,635 houses, with 479 completed and 664 yet to begin. The provinces and cities have repaired 34,627 houses; 3,943 are currently under repair; and 891 houses remain unstabilized. The construction and repair of houses for people whose homes have collapsed or been damaged are being carried out with the collective efforts of various sources, including central and local government funding; support from organizations and individuals both domestically and internationally; and especially from the local community, with the spirit of "those who can contribute labor, those who can contribute resources, those who can help more, those who can help less."
