The Ministry of Industry and Trade prescribes the periodic reporting regime on industrial clusters.

The Ministry of Industry and Trade has issued consolidated document No. 55/VBHN-BCT with the Circular regulating the periodic reporting regime and some sample documents on industrial cluster management.

Accordingly, Circular No. 38/2025/TT-BCT dated June 19, 2025 of the Minister of Industry and Trade amends and supplements Circular No. 14/2024/TT-BCT dated August 15, 2024 of the Minister of Industry and Trade regulating the periodic reporting regime on industrial clusters, the national industrial cluster database and a number of document templates on the management and development of industrial clusters. The new Circular takes effect from July 1, 2025.

Regarding the scope of regulation, this Circular stipulates the periodic reporting regime on industrial clusters according to the provisions of Decree No. 9/2019/ND-CP dated January 24, 2019 of the Government on the reporting regime of state administrative agencies; the national industrial cluster database and a number of sample documents on the management and development of industrial clusters according to the provisions of Decree No. 32/2024/ND-CP dated March 15, 2024 of the Government on the management and development of industrial clusters.

The subjects of application are enterprises, cooperatives, organizations investing in the construction of technical infrastructure of industrial clusters; organizations and individuals engaged in production and business in industrial clusters; other agencies, organizations and individuals related to the management, investment and operation of industrial clusters.

Regarding the periodic reporting regime on industrial clusters: Subjects implementing the periodic reporting regime include: Department of Industry and Trade of provinces and centrally-run cities; Commune-level People's Committees; investors in construction of technical infrastructure of industrial clusters; organizations and individuals investing in production and business in industrial clusters.

Periodic reporting data closing time: The 6-month reporting data closing time (beginning of the year) is calculated from December 15 of the year before the reporting period to June 14 of the reporting period. The annual reporting data closing time is calculated from December 15 of the year before the reporting period to December 14 of the reporting period.

The Circular also stipulates the implementation of the periodic reporting regime. Periodically before June 20 and before December 20 every year, organizations and individuals investing in production and business in industrial clusters report on the operation of investment projects in the industrial clusters for 6 months and the whole year. Periodically before June 20 and before December 20 every year, investors in technical infrastructure construction of industrial clusters report on the operation of investment projects in technical infrastructure construction of industrial clusters for 6 months and the whole year; periodically before June 25 and before December 25 every year, People's Committees at the commune level report on the situation of industrial clusters in the area for 6 months and the whole year.

Periodically before June 30 and before December 31 every year, the Department of Industry and Trade reports on the situation of industrial clusters in the province for 6 months and the whole year...
