Exciting competitive atmosphere
Dang Thi Thanh Binh, Deputy Secretary of the Linh Nam Ward Party Committee, Deputy Head of the contest's organizing committee, said that the purpose of the contest is to create a spacious, bright, green, clean and beautiful landscape at the residential group meeting houses, contributing to building a civilized, clean and friendly living environment.

In late October, the grounds of the Meeting House of Residential Groups 3 and 11 were very crowded. Mr. Vu Ba Tieng, Party Secretary of Residential Groups 3 and 11, Linh Nam Ward, said: "This meeting house was built in 2009 and has deteriorated, many old and broken equipment, not ensuring daily activities. Therefore, responding to the contest launched by the ward, 90 party members and people of Residential Groups 3 and 11 started to implement it."
Some retired cadres, former university lecturers with expertise in the field of construction, took on the design part, some people with expertise in welding techniques, some with expertise in wall painting..., so when discussing, there were many good ideas and quickly came to an agreement on implementation. The estimated cost of repairing the items of the Meeting House of Residential Groups No. 3 and 11 is about 40 million VND and in just 5 days, from socialized sources, 25 million VND was collected.
The competitive atmosphere also filled the meeting hall of the Party Cell of Residential Group No. 2, Linh Nam Ward. The old sign “Meeting Hall of Residential Group No. 5” was taken down, preparing to make way for the new sign “Meeting Hall of Residential Group No. 2”.

The meeting house of Residential Group No. 5 (old), now the Meeting House of Residential Group No. 2, Linh Nam Ward, was built more than 10 years ago. According to Mr. Tran Van Lai, Party Cell Secretary, Head of Residential Group No. 2, Linh Nam Ward, the Party Cell first focused on repairing degraded items, such as: The fence system collapsed due to the impact of storm No. 3; the brick floor of the second floor of the meeting house was broken, the toilet equipment was degraded; some flower and tree planting works were rebuilt that were broken by storm No. 10; the signboard and gate of the meeting house were rebuilt... Immediately after the launch, party members and people responded enthusiastically. In particular, the Women's Union of Residential Group No. 2 volunteered to take on the entire project of replanting the flower street.
“Just a few days after launching the contest, we re-tiled the entire floor of the meeting house, purchased and redid the entire restroom system, and redid the fence,” said Mr. Tran Van Lai.

Similarly, the Party Cell of Residential Groups 23 and 24 determined that this was not only an activity to beautify and beautify the meeting area, but also an opportunity to strengthen the spirit of solidarity and cohesion between cadres, party members and people, promote collective strength, self-management spirit and sense of responsibility towards the community. The Party Cell agreed to implement the movement in the direction of "Each person, each household contributes a small part to create a large, green - clean - beautiful space".
Arouse the spirit of solidarity and community responsibility
Directly inspecting the implementation of the "Green - Clean - Beautiful Meeting House" contest at the meeting houses, Deputy Head of the Party Building Committee of Linh Nam Ward Nguyen Thi Quynh Hoa said: "The purpose of the contest is not only to renovate the meeting houses but also to promote community responsibility among cadres, party members and people to actively participate in environmental sanitation activities... We hope that this movement will be increasingly replicated and developed throughout the ward."

The "Green - Clean - Beautiful Meeting House" contest is scored on a total of 100 points, with 7 criteria, including: General landscape, environmental sanitation (30 points); arrangement and decoration inside the meeting house (20 points); trees, flowers, miniature landscape, lighting (15 points); signs, slogans, billboards, bulletin boards (15 points); participation and contribution of cadres, party members and people (10 points); sustainability and environmental friendliness (5 points); bonus points (5 points). The contest takes place from October 22 to December 22, 2025. It is expected that the ward will award prizes at the end of December 2025.

Each residential group party cell registers a meeting house to participate in the contest, organizes the renovation, reports the results, and sends before and after renovation photos along with a model description to the contest organizing committee. The photos will be assigned a voting code and posted on Fanpages for cadres, party members, and people to vote.
It can be seen that the "Green - Clean - Beautiful Meeting House" contest of the Linh Nam Ward Party Committee is truly a creative way to implement the emulation movement "Skillful Mass Mobilization" in 2025, which is both suitable for the context of operating the 2-level local government and the bright - green - clean - beautiful emulation movement that the whole city is implementing, as well as promoting digital transformation.
Another significant thing is that the contest has aroused solidarity, dedication and community responsibility among the people. These factors combined will create good results for the emulation movement "Skilled mass mobilization", and at the same time be a solid foundation to contribute to achieving the goals of the Resolution of the 1st Congress of the Party Committee of Linh Nam Ward, term 2025-2030.
