Dai Thanh Commune: People offer ideas to solve pressing problems

HNP - On the morning of October 28, the Party Committee - People's Council - People's Committee of Dai Thanh commune organized a regular dialogue conference between the heads of the Party Committee and government with the Fatherland Front, socio-political organizations and people in the commune. Comrades Dang Duc Quynh, Party Committee Secretary, Chairman of the People's Council; Nguyen Van Hung, Deputy Secretary, Chairman of the People's Committee chaired the dialogue.

Speaking at the dialogue, Vice Chairman of the Commune People's Committee Nguyen Manh Hien said: Implementing the policy of arranging the apparatus of the political system and operating the 2-level local government model, Dai Thanh commune has issued 2,261 directive documents, quickly stabilizing the organizational structure and working headquarters; assigning specific tasks to each cadre, civil servant and public employee to ensure "clear people, clear work, clear responsibilities", establishing work processing procedures and starting to perform tasks to ensure smooth, continuous, effective and uninterrupted work.

After the merger, the Commune People's Committee directed the inventory of all public assets, made a specific list of each type of asset, determined the remaining value to put into unified management. Assets that are no longer suitable or not used regularly are arranged and assigned to organizations, departments for storage or serving community activities, contributing to limiting waste.

From July 1, 2025 to present, the Commune Administrative Service Point has received 4,042 records, of which 3,683 records have been resolved before and on time (reaching 91.12%); the rate of resolving citizens' complaints on iHanoi reached 416/586 complaints (95.19%).

Not only that, Dai Thanh is also a pioneer in applying digital technology to local governance. The Commune People's Committee has built the Zalo OA channel "Dai Thanh Commune People's Committee Official", which operates as an "official digital assistant" of the government.

The Commune People's Committee is also researching the "Smart Dai Thanh Commune" project, aiming to build a multi-functional interactive application platform similar to the city's "iHanoi app".

Facing the pressure of rapid urbanization, Dai Thanh identified land management and construction order as key areas that need to be tightened. From July 1 to October 15, the commune received 86 petitions related to land, including 81 recommendations, reflections and 5 complaints. To date, 69 petitions have been resolved (80%), and 17 petitions are in the process of being processed.

In addition, the commune organized 3 general environmental cleaning campaigns in the following areas: Mang Noi in Quynh Do village, riverside road in Tam Hiep area, Quynh Do resettlement area and the area adjacent to the railway in Ich Vinh village.

In the field of construction order, the commune has discovered and handled 21 violating constructions, of which 18 have been completed, the remaining 3 are expected to be completed before November 30, 2025.

At the dialogue conference, there were 14 opinions and recommendations from the people focusing on socio- economic development and people's livelihood issues, such as: waste collection and treatment; adding a synchronous lighting system; investing in a loudspeaker system to serve propaganda work in the area.

People also recommended strengthening the department to guide people to pay taxes electronically; supplementing and renovating and repairing the Cultural House of the residential group; creating conditions to change the purpose of land use to residential land; supplementing the list of households merged from Kien Hung ward to serve the management work, evaluating titles...

The opinions were directly discussed and publicly answered by Chairman of the People's Committee Nguyen Van Hung and leaders of specialized departments and offices.

Chairman of the Commune People's Committee Nguyen Van Hung affirmed that the Party Committee, People's Council, and People's Committee of the Commune pay special attention to social security issues, prioritizing investment in essential projects such as: Village Cultural House, rural roads, intra-field traffic, granting land use right certificates to people... All opinions will be compiled by the Standing Committee of the Party Committee and assigned to specialized agencies for research and resolution in the coming time.

Concluding the dialogue, Party Secretary and Chairman of the People's Council Dang Duc Quynh highly appreciated the frank and constructive spirit of the delegates and people.

He requested the Commune People's Committee, socio-political organizations, village chiefs and Heads of the Front Work Committee to continue to promote their roles and promptly resolve issues at the grassroots level, especially in the fields of environmental sanitation, urban order and civilization, cemetery planning and civilized infrastructure.

In the coming time, the commune will focus resources to complete the treatment of all temporary garbage collection points, upgrade the traffic system, renovate the cultural house, and at the same time build a draft of a new convention of Dai Thanh commune for people to contribute their opinions, in order to create a solid foundation for sustainable, civilized, and modern development...
