The “key” to improving the effectiveness of multidimensional poverty reduction

QTO - With the determination to do a good job of propaganda and effectively implement the National Target Program (NTPP) on sustainable poverty reduction for the period 2021-2025, Tan My commune is making efforts to deploy the work of reviewing and collecting information on labor, poor and near-poor households. This is an important task, ensuring accurate data to help the locality develop appropriate livelihood support and vocational training solutions, especially in the context of the national multidimensional poverty standard being adjusted.

Accurate investigation to support the right people, the right job

According to the multidimensional poverty standards for the period 2021-2025 in Decree No. 07/2021/ND-CP of the Government , Tan My commune currently has 145 poor households, accounting for 2.5%; 198 near-poor households, accounting for 4.44%. In order to effectively implement support policies under the National Target Program, it is necessary to review the number of poor and near-poor households in 2025 in the area in a substantial, objective and fair manner.

To do this job well, Tan My commune has organized professional training for village chiefs, representatives of associations, unions and socio-political organizations on the process of investigating and collecting information on the labor market for people aged 15 and over, including information on job and career changes. Collecting multidimensional data helps the government have a comprehensive view, including all dimensions of shortages (health, education, housing, access to information...), ensuring that no one who needs State support is left out.

Mr. Vo Phi Hung, Head of Nam Thien village, said: "After being thoroughly trained on the information collection process, we have implemented the collection accurately and completely, reporting to superiors as a basis for the locality to build and apply appropriate support policies."

Collecting, compiling and synthesizing data on people's employment is important, helping localities to classify occupations and plan timely labor and employment support policies for poor, near-poor and low-income households.

Mr. Nguyen Viet Ha, Vice Chairman of Tan My Commune People's Committee, affirmed: "Collecting complete and accurate information on labor and employment according to new standards helps the commune implement plans to arrange appropriate vocational training and career guidance, and at the same time coordinate with the Social Policy Bank to support capital sources. This is an important step to implement sustainable poverty reduction."

The process of reviewing poor and near-poor households, identifying low-income workers, identifying agricultural , forestry, fishery and salt-making households with an average living standard in 2025 in the area is organized publicly, transparently, objectively and in accordance with regulations. This work is under the direct direction of the Party Committee, the government, the supervision of the Fatherland Front, organizations and the active participation of the people, ensuring that it closely reflects the reality of people's lives, without formalities, without omission or confusion of subjects.

Motivate poor households to rise up

Tan My commune has identified hunger eradication and poverty reduction as a key task in the local socio-economic development strategy. To effectively implement this goal, the commune has promoted information and propaganda work to arouse the people's initiative and will to rise up, eliminating the mindset of waiting for the State's policies.

The support from the policy has created practical motivation for the people. Mrs. Pham Thi Dien, 83 years old, in Binh Minh village, a poor and single-parent household, is one of the cases on the survey list this time. She will be supported with more than 150 chickens and 460kg of animal feed, with a total value of nearly 14 million VND.

Ms. Dien shared: “I am old and weak, living alone, and I am very happy to receive support from the State like this. I will try to take good care of my child to have more income and escape poverty.”

Mr. Nguyen Xuan Luong’s family in Nam Thien village is also one of the poor households in the locality. Thanks to the timely support of the State, his family has recently been given a breeding cow. This practical source of livelihood has helped his family earn a significant additional income, gradually stabilizing their lives.

Mr. Luong expressed: “We are very happy to have new income. However, to truly escape poverty sustainably, I hope the State will continue to support more in livestock farming techniques as well as capital so that the family can expand and develop production.” Mr. Luong’s wish is also the common mentality of many other poor households, expressing the desire to be “given more fishing rods than fish” to become self-reliant.

Arousing the will to strive to improve oneself, giving up the mentality of waiting and relying on the support of the State and the community is an important goal in the projects of the National Target Program for Sustainable Poverty Reduction for the period 2021-2025. Therefore, investigating and reviewing poor and near-poor households and accurately identifying the subjects eligible for support according to the multidimensional poverty standard is an important basis for evaluating the results of poverty reduction in 2025. At the same time, it helps Tan My promptly deploy social security policies in a sustainable and focused manner, aiming to help people confidently take control of their livelihoods and not fall back into poverty.
