Spreading social insurance and health insurance policies from the grassroots level

As the core force at the grassroots level, the team of ward cadres, residential groups, associations, and mass organizations in communes, wards, and special zones in the province are becoming the "extended arm" of the Social Insurance sector in the work of propagating and mobilizing people to participate in voluntary social insurance and family health insurance, contributing to the goal of universal social insurance and health insurance coverage.

Reporter of the Provincial Social Insurance Agency communicated voluntary social insurance policies to delegates who are ward and residential group officials in Cao Xanh ward, October 2025.

Attending the conference on policy propaganda, social pension benefits and development of voluntary social insurance and health insurance participants organized by Cao Xanh ward in early October 2025, one can clearly feel the significance and effectiveness of this activity. The conference attracted more than 100 delegates who are ward officials, residential groups and mass organizations from 15 wards and 183 residential groups in the ward.

At the conference, delegates were updated with the latest contents related to voluntary social insurance policies such as: Participants, contribution levels, benefits, and rights when participating; support policies of the State and the province for people; and new points taking effect from July 1, 2025 according to the Law on Social Insurance (amended) 2024.

Mr. Le Huu Hong, Head of Residential Group 2A and 2B, Ward 1, shared: Our residential group has 121 households with more than 400 people. This conference is really useful, helping grassroots officials fully grasp information to propagate to the people. In particular, the support policy under Resolution No. 02/2022/NQ-HDND dated November 4, 2022 of the Provincial People's Council opens up opportunities for many people to participate in voluntary social insurance.

Ms. Nguyen Thi Seu, Head of the Red Cross Branch of Ward 1, said: "Attending the conference, I learned that people aged 15 and over can participate in voluntary social insurance, not 30 years old as I previously thought. In addition, when employees quit their jobs at the enterprise, they can continue to pay voluntary social insurance to maintain their benefits, which is very convenient and practical."

Implementing the two-level local government model, Cao Xanh ward was merged from Cao Xanh ward and Ha Khanh ward (old), currently has over 32,000 people, of which 1,115 people participate in voluntary social insurance; the coverage rate of social insurance and health insurance reaches 95% of the population. According to Mr. Pham Ngoc Hai, Vice Chairman of Cao Xanh Ward People's Committee, the ward has developed a specific plan and widely disseminated social security policies, social insurance and health insurance to each neighborhood and residential group. This is an important political task that needs to be carried out regularly, helping people understand, believe in and actively participate in the policy.

Quang Ha Social Insurance distributed leaflets to propagate voluntary social insurance policies to cadres and party members in Quang Duc commune in October 2025.

In Quang Duc commune, in early October 2025, the People's Committee of the commune coordinated with Quang Ha Social Insurance to organize a training conference to disseminate voluntary social insurance policies according to Social Insurance Law No. 41/2024/QH15 and Health Insurance Law No. 51/2024/QH15, along with new support policies of the state and the province. Mr. Bach Tung Lam, Deputy Head of the Department of Culture and Society of Quang Duc commune, said: After implementing the two-level government model, we proactively coordinated with the Social Insurance and post office to organize training, helping party members, village officials, and mass organizations in the commune to fully grasp the social insurance policy to mobilize people to participate; at the same time, promptly answer questions so that the implementation of policies in the commune is effective.

In fact, after applying the two-level local government model, communes, wards and special zones in the province have actively organized conferences to promote and discuss social security policies, in which voluntary social insurance and family health insurance are always the key contents. In particular, from July 1, 2025, the Law on Social Insurance (amended) 2024 officially took effect, supplementing many humane regulations, shortening the minimum social insurance participation period to receive pension from 20 years to 15 years; expanding the subjects and benefits for voluntary social insurance participants to enjoy maternity benefits...

According to the provincial Social Insurance, by the end of September 2025, the whole province had 319,430 people participating in social insurance, an increase of 21,226 people compared to the same period in 2024, accounting for 49.99% of the working-age workforce. Of which, 273,644 people participated in compulsory social insurance, 45,786 people participated in voluntary social insurance. The total number of people participating in unemployment insurance reached 263,065 people, an increase of 9,266 people compared to the same period, accounting for 41.17% of the working-age workforce. The number of people participating in health insurance reached more than 1.3 million people, an increase of 32,429 people, raising the rate of universal health insurance coverage to 95.75% of the province's population.
