“Sprint” to develop insurance participants

However, in the face of the requirement of universal health insurance coverage and expansion of social insurance participation, the task from now until the end of the year is still very heavy, requiring the synchronous and drastic participation of the entire political system.

Many outstanding results

Mr. Le Xuan Cao, Deputy Director of Dong Nai Social Insurance, said: By the end of the third quarter of 2025, the whole province had more than 3.8 million people participating in social insurance, health insurance, and unemployment insurance, reaching 89% of the annual plan and an increase of 2.4% over the same period last year. Of which, the number of people participating in compulsory social insurance reached over 1 million people, voluntary social insurance reached more than 37,000 people and health insurance reached nearly 3.8 million people, equivalent to 90.3% of the population. Total insurance fund revenue reached more than 25.2 trillion VND, an increase of nearly 12% over the same period in 2024, while the rate of late payment decreased to 2.93%.

The payment and settlement of policies were carried out promptly and in accordance with regulations, with more than 1.2 million social insurance records processed. Unemployment insurance alone resolved more than 42,400 cases, ensuring the rights of workers. Health insurance examination and treatment were also widely deployed with 145 medical facilities signing contracts for medical examination and treatment, and more than 7.7 million people were beneficiaries, with a total cost of more than 3.7 trillion VND.

Notably, the provincial Social Insurance continues to promote administrative reform and digital transformation, 100% of administrative procedures are implemented at level 4, all transaction records are via public services, improving the satisfaction of people and businesses. Along with that, propaganda work is also widely deployed.

To complete the assigned plan targets, from now until the end of 2025, Dong Nai Social Insurance needs to develop more than 470 thousand new participants in social insurance, health insurance, and unemployment insurance. This is an extremely difficult task, requiring the entire industry to make the greatest efforts, and at the same time requires close coordination between departments, branches and authorities at all levels.

To achieve the goal of developing insurance participants, there must be a strong participation of the entire political system; the role of organizations must be promoted; and religious organizations must be mobilized in mobilizing people to participate in insurance. In addition, it is necessary to promote propaganda in newspapers, radio, and online environments, and innovate propaganda forms to reach people.

Accelerate audience growth

According to Director of Dong Nai Social Insurance Pham Minh Thanh, among the more than 470 thousand new participants, there are more than 67.8 thousand workers participating in compulsory social insurance, more than 34.8 thousand people participating in voluntary social insurance and more than 436.1 thousand people participating in health insurance.

Regarding compulsory social insurance, the provincial Social Insurance has coordinated with tax authorities, relevant departments and branches to review tens of thousands of units, business households, cooperatives, and private youth groups to urge participation. Along with that, localities will organize hundreds of communication conferences, mobilize and propagate in residential areas to quickly increase the number of new participants. At the same time, 365 units operating in a number of labor-intensive industries such as security services, wood processing, garment... are invited to require full participation in social insurance and health insurance for employees.

Regarding voluntary social insurance, the provincial Social Insurance has analyzed potential data for more than 41,200 people so that the commune-level steering committee and collection service organizations can organize customer communication sessions and mobilize people to participate. In addition, in coordination with the Union of Cooperatives, collection service organizations will organize communication conferences, focusing on 43,000 members at 384 cooperatives operating in the localities.

Deputy Director of Dong Nai Department of Health Nguyen Van Binh shared: In order to attract and ensure benefits for health insurance participants, in recent times, the Department of Health has directed and medical facilities in the province have continuously made efforts to improve the quality of medical examination and treatment, promote digital transformation of health care to shorten waiting time, and increase patient satisfaction.

Specialist II Doctor Le Thi Phuong Tram, Deputy Director of Dong Nai General Hospital, said: Many patients with serious illnesses requiring long-term treatment have had their health insurance fund pay hundreds of millions of dong, reducing the financial burden on the patient's family, especially those in difficult circumstances.

At the recent meeting of the Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies in Dong Nai province, comrade Le Truong Son, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee, requested that the regions, communes, wards, departments, branches, units and enterprises in the province need to unify policies related to social insurance, health insurance and unemployment insurance for synchronous implementation throughout the province. Focus on implementing solutions to achieve the goal of developing subjects participating in insurance types. In particular, there should be specific solutions, clearly identifying subjects, communes and wards that need to be developed.
