Song Luy, Hong Thai and Bac Binh communes were severely affected, hundreds of households had to be evacuated, hundreds of hectares of crops and plants were damaged.
In Song Luy commune, statistics as of the afternoon of October 28 showed that about 100 houses in Suoi Nhuom, Song Khieng, Tu Son and Tien Dat villages were flooded. In addition, about 400 hectares of corn, fruit trees and crops along both sides of the Luy River were also seriously affected. Local authorities are continuing to review and update the damage to have timely support plans for the people.

In Hong Thai commune, in the early morning of October 28, heavy rain caused the Luy River to rise, flooding many residential areas in the villages of Thai Hiep, Thai Binh , Thanh Binh, Thai Hoa, Thai Thanh, Thanh Kiet, Chau Hanh, Tinh My, Canh Dien, Tri Thai and Thai Thuan. The flood submerged about 80 households, damaging about 350 hectares of rice and 250 hectares of crops.

By the afternoon of October 28, in Bac Binh commune, rising floodwaters caused the entire Luy River area and riverside residential areas in 8 villages to be submerged from 0.5 to 2 meters deep. Faced with this situation, the Commune Civil Defense Command urgently organized the evacuation of all residents to highlands to ensure the safety of life and property. Currently, about 300 hectares of agricultural production area of the commune have been flooded.

Faced with the complicated developments of the flood on the Luy River, the People's Committees of the affected communes have proactively disseminated information via loudspeakers and radio stations so that people can be informed and promptly move their assets and livestock away from the riverside area. At the same time, local authorities have advised people not to move or stay in houses and huts along the river and streams, especially in the Luy River basin, to ensure their safety.
Along with that, organize 24/7 on-duty staff to monitor and direct response; mobilize local "4 on-site" forces to be on duty, support people to overcome incidents and move assets and livestock out of dangerous areas.
On the afternoon of October 28, the Lam Dong Province Hydrometeorological Station issued a flood warning on the Luy River. According to records at 3 p.m. the same day, the river water level reached 27.17m, lower than the alert level II (27.5m). The meteorological agency forecast that on the night of October 28, the water level at the Luy River station may continue to rise and peak at about 28m, then gradually decrease.

It is forecasted that during the day and night of October 29, the water level on the Luy River at Song Luy station will decrease to alert level I (26.5m). However, the risk of landslides on slopes, embankments and flooding in low-lying areas along the upper reaches of rivers and streams remains high, especially in the areas of Song Luy, Luong Son, Hong Thai, Bac Binh, Phan Ri Cua and Hai Ninh. Authorities recommend that people living along rivers and streams continue to be on guard against floods, flash floods and localized flooding that can cause landslides, bury productive land, and affect construction and traffic.
