Focus on restoring essential civil infrastructure works

On the morning of October 29, the Chairman of the City People's Committee issued an urgent dispatch, requesting heads of departments, branches, sectors, units, and members of the Civil Defense Command to proactively organize inspections, direct, and urge localities to urgently mobilize forces, officers, and employees to participate in cleaning up and overcoming the consequences of floods, and at the same time, continue to closely monitor forecast information and developments of floods, not to be passive or surprised in any situation.

The telegram also requested the Chairmen of the People's Committees of communes and wards to focus on directing, urgently organizing visits, encouraging, and promptly supporting people in damaged areas with food, drinking water, medicine, and essential necessities. Absolutely ensure that people do not go hungry, cold, lack clean water, or do not receive medical support when sick; support people to repair their houses, quickly restore production, and give top priority to ensuring safe conditions for students to return to school...

Focus on restoring essential infrastructure works for people, traffic, irrigation...; guide the implementation of emergency social assistance policies and regimes for households and individuals facing difficulties due to natural disasters; focus on checking and overcoming, prioritizing power supply, ensuring smooth communication, traffic...; have solutions to prepare for the 2025-2026 Winter-Spring crop production..., at the same time, count and summarize damages, report to the City People's Committee to synthesize and propose to the Prime Minister according to authority; carefully assess the impact of socio -economic infrastructure works on flood drainage capacity in the area to have timely and appropriate solutions and adjustments.

Currently, 32 communes/wards are still deeply flooded, with an average flood depth of 1-2 m, in some places more than 2 m; National Highway 1A through Phu Loc commune and Huong Tra ward is still flooded from 10 cm - 20 cm (opened to traffic), especially the section through Phu Xuan ward, Thuan Hoa is still flooded from 30 cm - 80 cm. The whole city has more than 44,507 houses flooded with a flood depth of 0.5 m - 0.9 m, in some places from 1 m - 2 m, some localities are heavily affected, such as Quang Dien commune, Hoa Chau ward...

Due to the consecutive impacts of natural disasters in August, September and storm No. 12, the city's coastline continued to erode. In particular, the section passing through Hoa Duan residential group (Thuan An ward) suffered severe erosion with a length of 1km. The coastline was eroded 50÷70m deep into the mainland, affecting essential infrastructure works, tourism services and the risk of opening new sea gates.

The coastline through Vinh Loc commune is 2 km long, the coastline has eroded 10-30m deep into the mainland, affecting Provincial Road 21 and essential infrastructure works. At the asphalt road section to Tan An Hai village, Phu Loc commune (the starting point is about 450m from Tu Hien bridge), the sea waves have eroded, causing landslides on the existing roadbed of 6 roads from 0.5 to 2m, about 500m long.

Preliminary statistics show that there have been 38 landslides in the city, some of which are severe, such as: Khe Tre commune with 17 points; 2 points on National Highway 49 in Binh Dien commune; 6 landslides on Ho Chi Minh road; La Son Tuy Loan expressway with landslide at Km12+300; National Highway 49A from Hue city center to A Luoi with landslides in many places...

To overcome the consequences, in addition to local resources, Hue City needs urgent support of 2 tons of dry food, 10 tons of Cloramin B, 20 tons of Benkocid chemicals to serve the work of disinfection, ensuring environmental sanitation, preventing epidemics after the flood; 2 tons of vegetable seeds, 5 tons of corn seeds; 50 thousand doses of foot-and-mouth disease vaccine; 2 million doses of avian influenza vaccine; 30 DT3 and DT6 boats, 40 generators...

In addition, Hue City also needs VND800 billion in support to carry out urgent relocation projects for households in areas at high risk of landslides. Specifically, relocating more than 350 households on Provincial Road 14b and La Son - Tuy Loan Expressway (in Village 2, Village 3), Pass No. 5 area, Ta Trach Riverside area (Xuan Phu Village, Da Phu Village) in Khe Tre Commune; 18 households in Chau E Village (Thuy Xuan Ward); rebuilding Le No Bridge (Village 3, Khe Tre Commune) which was severely damaged in the rain from October 25-28.

Hue City also needs urgent support to handle traffic works, irrigation works, dikes, and coastal embankments with a total cost of 1,000 billion VND, including: Coastal embankment against landslides in the section through Hoa Duan residential group (Thuan An ward) with a very heavy landslide length of 1 km; coastal embankment against landslides in the section through Vinh Loc commune with a length of 2 km, the coastline is eroding 10÷30m deep into the mainland, affecting provincial road 21, essential infrastructure works; coastal embankment against landslides on both sides of Ta Trach river from Le No bridge to the end of Xuan Phu village, Khe Tre commune...

To improve the flood reduction efficiency for the downstream area of ​​Huong River, Hue City proposed the Ministry of Agriculture and Environment to study and soon raise the water level of Ta Trach to about more than 1m. At the same time, deploy the construction of O Lau Thuong Lake in Phong Dien Ward to limit flooding in the downstream area of ​​O Lau River in Phong Dinh Ward - Hue City and Nam Hai Lang Commune - Quang Tri.
