- On the morning of October 29, comrade Nguyen Canh Toan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee inspected the progress of the projects: highway intersection to Huu Lung Industrial Park; VSIP Lang Son Industrial Park; Ho Son 1 Industrial Cluster and Huu Lung New Urban Area (in the old Huu Lung district).
Also attending were comrade Dinh Huu Hoc, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches and units.

According to reports from the units, the intersection project into Huu Lung Industrial Park has a total investment of over 193 billion VND, with implementation time in the period of 2022 - 2025. The site clearance work has been carried out by the old Huu Lung district since April 2022. Up to now, compensation has been paid and the site has been handed over for 11.57 hectares, equivalent to 99.5% of the area; the remaining part has not been implemented due to housing and a grave that has not been moved. The technical infrastructure relocation work was completed in December 2024. Regarding construction, the construction package has currently achieved 82.5/103,051 billion VND, equivalent to 80% of the contract volume value; The equipment installation package reached 5.3/27.3 billion VND, equivalent to more than 19% of the contract value. According to the assessment, this package is difficult to complete in December 2025 as planned.

VSIP project
VSIP Lang Son Industrial Park Infrastructure Construction and Business Project has a scale of 599.76 hectares, divided into 3 phases. For phase 1, 100% of the survey and inventory has been completed with an area of about 217.6 hectares; compensation of 536.5 billion VND has been paid to 931 affected cases with an area of 207.9 hectares; the total area of the handed over site is 211.3 hectares. The project has been leased land by the Provincial People's Committee in 3 phases with a total area of 170.1 hectares (reaching 85% of phase 1 and 28.36% of the total project area). For phase 2, a notice of land recovery with an area of 249.59 hectares of 565 households has been issued; currently, 255 households with a total area of 170.6 hectares have been counted. Regarding construction, the investor has leveled the land and completed the roadbed construction to a height of 39 hectares, is digging and filling 53 hectares, expected to be completed in the fourth quarter of 2025 and complete the construction of the water supply plant and wastewater treatment plant in the second quarter of 2026 to be eligible to hand over the site to the secondary investor.

At the Ho Son 1 Industrial Cluster project, the State has completed land lease procedures with an area of 737,597.7m2 , reaching 100% of the total project area. However, up to now, there are still 6 households that have not handed over the site and 1 grave has not been relocated. The investor has completed about 69% of the construction volume, disbursed about 350/960.8 billion VND, reaching 36.42% of the total approved investment from equity capital and loan capital.
At the Huu Lung New Urban Area project, 44.1ha/52.3ha of land has been cleared, reaching 84.32% of the total project area; the investor has been assigned 8.86ha of land and is organizing construction. Currently, this project has 29 households that have not yet handed over the land.
In general, the above projects are facing difficulties in site clearance; some technical infrastructure items have not been relocated on the cleared land. In their petition to the Chairman of the Provincial People's Committee and the working group, the investors hope that the province will direct departments, branches and commune People's Committees to speed up the site clearance process; guide investors to carry out procedures to be granted land use right certificates... and some other issues related to the assigned fields of each branch.
At the meeting, leaders of departments and communes discussed and clarified the recommendations of the investor, and at the same time advised and proposed to the leaders of the Provincial People's Committee specific solutions to remove obstacles.

Speaking at the inspection, the Chairman of the Provincial People's Committee acknowledged the efforts of the investor, departments, branches and communes in the process of implementing the projects; the practical advice, going straight to solving specific problems. He requested the departments and branches based on their assigned functions and tasks to coordinate with the commune level and the investor to thoroughly resolve the problems.
In particular, immediately resolve the problems at the intersection project into Huu Lung Industrial Park. For the VSIP project, complete site clearance in November 2025; complete technical infrastructure relocation before December 31, 2025; instruct investors to lease land, issue land use right certificates in December 2025; investors focus on accelerating progress, completing phase 1 in the second quarter of 2026. At the same time, hand over the entire site to the investor of the Ho Son 1 Industrial Cluster project before November 20; regarding the issuance of land use right certificates for the Ho So 1 Industrial Cluster, assign the Department of Agriculture and Environment to report before November 1, 2025 for the Provincial People's Committee to consider. At the Huu Lung New Urban Area project, complete site clearance in November 2025.
