On the afternoon of October 29th, Mr. HTT (residing on Ba Trieu Street, Thuan Hoa Ward, Hue City) reported that earlier that morning, a pregnant woman's water broke, and she was close to giving birth right in the deeply flooded area.
According to Mr. T., at around 9 am on the same day, when the water level of the Perfume River dropped, he took the opportunity to go outside and unexpectedly encountered the aforementioned scene at the intersection of Hung Vuong and Ba Trieu streets, in front of the Go supermarket, in Thuan Hoa ward.

“Perhaps the pregnant woman was traveling by boat from a deeply flooded area to Hue Central Hospital, and her water broke at this point. Many people nearby rushed to help, and then a passing car assisted in transporting the mother and child to a medical facility,” Mr. T. recounted.
Mr. T. added that on the morning of October 29th, the floodwaters at the Hung Vuong - Ba Trieu intersection had receded. However, at the present time, the water level in this area has risen again, flooding people's homes.
On the same day, according to information from the Hue City Zero-Cost Vehicle Team, a pregnant woman gave birth in her rented room in a low-lying, flood-prone area of My Thuong ward.
Several days before the birth, local authorities repeatedly urged the mother to go to the hospital, but she adamantly refused. Currently, due to lack of money, she has still not taken her child to a medical facility, even though the newborn is very weak.

According to the Hue City Meteorological and Hydrological Station, over the past 6 hours, the city has experienced very heavy rainfall, with particularly heavy and extremely heavy rain in the communes of Long Quang, Nam Dong, Khe Tre, Loc An, Phu Loc, and Chan May - Lang Co.
The total rainfall from 8:00 AM to 2:00 PM on October 29th was highest in some areas, such as Thuong Nhat (129mm), Huong Phu (170mm), and Nam Dong (180mm).
The forecast for the next 6 hours indicates continued heavy to very heavy, and exceptionally heavy, rain across Hue city; total rainfall is expected to be 50-100mm, with some areas exceeding 120mm; the aforementioned communes will receive 80-150mm of rain, with some areas exceeding 200mm.
According to the Hue City Civil Defense Command, heavy rain for several hours caused the water level of the Perfume River to rise by 21cm in just one hour. By 2 PM on October 29th, the floodwaters on the Perfume River at the Kim Long station reached 4.33m, exceeding alarm level 3 by 0.83m.
Authorities warn that floodwaters on the Perfume River are rising rapidly, potentially reaching near their highest level on October 28th, causing severe flooding throughout Hue city.
