Many places are deeply flooded and isolated.
By the afternoon of October 27, most of the communes and wards in Hue City were deeply flooded, people had to use boats to buy food and provisions. Floods on the Huong and Bo rivers continued to rise.

Hue City has organized the evacuation and relocation of more than 1,000 households with 2,320 people in low-lying areas such as Phong Dien, Phong Thai, Phong Dinh, Kim Tra, Kim Long, Huong An, Phu Xuan wards... Many localities are continuing to relocate the remaining households in areas at risk of landslides and prolonged deep flooding, to prevent people from being isolated in floodwaters.
According to Mr. Nguyen Tan Cuong, Chairman of Hoi An Ward People's Committee ( Da Nang City), the water level of Hoai River by the afternoon of October 27 exceeded the alarm level 3. Local authorities organized to evacuate people from deep flooded areas. On October 27, many low-lying areas such as Nong Son, Que Phuoc, Dai Loc, Vu Gia, Thuong Duc, Ha Nha of Da Nang City were "surrounded" by floods.

According to statistics up to 8:00 p.m. on October 27, large hydroelectric reservoirs in Da Nang City continued to operate through spillways, such as A Vuong Hydroelectric Plant discharging 1,001m3/second, Dak Mi 4 discharging 2,204m3 / second, Song Bung 4 discharging 1,270m3 /second, Song Tranh 2 discharging 1,634m3 /second. Meanwhile, Phu Ninh irrigation reservoir (the largest irrigation reservoir in the Central region) also announced the operation of regulating the reservoir through deep spillways with a flow rate of 30-700m3 /second.
Heavy rains combined with overflowing hydroelectric and irrigation reservoirs caused thousands of houses in some low-lying communes of Da Nang City such as Nong Son, Que Phuoc, Dai Loc, Vu Gia, Thuong Duc, Ha Nha... to be submerged in floodwaters. In the "flood center" of Thuong Duc alone, on October 27, 9 areas were isolated such as Dai My, Thai Chan Son, Truc Ha, Tan An, Tinh Dong Tay... The total number of isolated households included 2,120 households with 4,300 people.
Emergency response
On October 27, the Military Region 5 Command established a Forward Command Board for natural disaster prevention and search and rescue at the Defense Command Board of Region 3 - Tra My (Tra My commune, Da Nang city). The Forward Command Board is responsible for commanding and coordinating with units, Party committees, and local authorities to support response to rain, floods, and landslides in the mountainous areas south of Da Nang.

On the afternoon of October 27, Phong Dien Ward Police (Hue City) used a crane to successfully rescue 6 people trapped in Khe Cat. Hue City's rescue force also promptly rescued 8 boats on the Thai Ha 8888 cargo ship carrying 5,900 tons of cement from Nghi Son Port (Thanh Hoa) to Van Phong Port ( Khanh Hoa ) that sank offshore, about 2km from Hon Son Cha (Da Nang). On the afternoon of October 27, Mr. Phan Thien Dinh, Chairman of Hue City People's Committee, directly went to the scene to direct the transfer of 28 patients from the Rehabilitation Hospital to a safe place.
Since noon on October 27, heavy rain has caused a large amount of mud to overflow onto the La Son - Tuy Loan highway (Km14 section through Khe Tre commune, Hue city), causing traffic congestion. By the evening of October 27, the La Son - Tuy Loan highway was completely blocked.

According to Mr. Phung Van Huy, Secretary of the Party Committee of Tra My Commune (Da Nang City), National Highway 24C section through Hamlet 2, Tra My Commune to Quang Ngai Province suffered from landslides, with rocks and soil covering the road surface. At the same time, Highway DH5 through Hamlet 1, Tra Van Commune also recorded 2 large landslides, completely cutting off traffic.
According to Mr. Briu Quan, Chairman of the People's Committee of A Vuong Commune (Da Nang City), the water level of the A Vuong River in Cr'toonh village is almost overflowing to the Ho Chi Minh Highway, threatening to cut off the vital traffic route connecting the mountainous communes of A Vuong, Tay Giang and Hung Son. On the DT601 road through Ta Lang and Gian Bi villages (Hai Van Ward, Da Nang City), many slopes have suffered serious landslides, with rocks and soil from the mountain slopes flowing onto the road, causing traffic insecurity. The People's Committee of Hai Van Ward promptly evacuated more than 50 households to safety.
On the evening of October 27, hundreds of officers and soldiers were mobilized to help move patients being treated in flooded departments and rooms at Hue Central Hospital to higher floors because the Huong River rose more than 5 meters.
