Many areas are deeply flooded and cut off.
By the afternoon of October 27th, most communes and wards in Hue City were deeply submerged in floodwaters, forcing residents to use boats to purchase and stockpile food supplies. The Perfume River and the Bo River continued to rise.

Hue City has organized the evacuation and relocation of more than 1,000 households with 2,320 people in low-lying areas such as Phong Dien, Phong Thai, Phong Dinh, Kim Tra, Kim Long, Huong An, and Phu Xuan wards… Many localities are continuing to relocate the remaining households in areas at risk of landslides and prolonged deep flooding, ensuring that people are not isolated by floodwaters.
According to Mr. Nguyen Tan Cuong, Chairman of the People's Committee of Hoi An Ward ( Da Nang City), the water level of the Hoai River exceeded alarm level 3 by the afternoon of October 27th. Local authorities organized the evacuation of residents from deeply flooded areas. On October 27th, many low-lying areas such as Nong Son, Que Phuoc, Dai Loc, Vu Gia, Thuong Duc, and Ha Nha in Da Nang City were surrounded by floods.

According to statistics as of 8 PM on October 27th, major hydropower reservoirs in Da Nang City continued to release water through spillways, such as A Vuong Hydropower Plant releasing 1,001 m³/second, Dak Mi 4 releasing 2,204 m³ /second, Song Bung 4 releasing 1,270 m³ /second, and Song Tranh 2 releasing 1,634 m³ /second. Meanwhile, Phu Ninh irrigation reservoir (the largest irrigation reservoir in Central Vietnam) also announced the operation of regulating reservoir levels through deep spillway discharge with a flow rate of 30-700 m³ /second.
Heavy rains, coupled with the release of water from hydroelectric and irrigation reservoirs, caused thousands of houses in several low-lying communes of Da Nang City, such as Nong Son, Que Phuoc, Dai Loc, Vu Gia, Thuong Duc, and Ha Nha, to be submerged in floodwaters. In Thuong Duc, the "epicenter" of the flooding, on October 27th alone, nine areas were cut off, including Dai My, Thai Chan Son, Truc Ha, Tan An, and Tinh Dong Tay. A total of 2,120 households with 4,300 people were isolated.
Emergency response
On October 27th, the 5th Military Region Command established a Forward Command Post for disaster prevention and search and rescue at the Area 3 Defense Command Post - Tra My (Tra My commune, Da Nang city). The Forward Command Post is tasked with commanding and coordinating with units, local Party committees, and authorities to support the response to rain, floods, and landslides in the mountainous area south of Da Nang.

At noon on October 27th, the Phong Dien Ward Police (Hue City) successfully rescued six people trapped at Khe Cat using a crane. Hue City's rescue forces also promptly assisted eight boats on the cargo ship Thai Ha 8888, carrying 5,900 tons of cement from Nghi Son Port (Thanh Hoa) to Van Phong Port ( Khanh Hoa ), which sank offshore, about 2km from Hon Son Cha (Da Nang). In the afternoon of October 27th, Mr. Phan Thien Dinh, Chairman of the Hue City People's Committee, personally went to the scene to direct the relocation of 28 patients from the Rehabilitation Hospital to safety.
From noon on October 27th, heavy rain caused a large amount of mud to spill onto the La Son - Tuy Loan highway section (at Km14, passing through Khe Tre commune, Hue City), causing traffic congestion. By late afternoon on October 27th, the La Son - Tuy Loan highway was completely blocked.

According to Mr. Phung Van Huy, Secretary of the Party Committee of Tra My commune (Da Nang city), National Highway 24C, the section passing through Hamlet 2, Tra My commune, leading to Quang Ngai province, has been affected by landslides, with soil and rocks covering the road surface. At the same time, Highway 5, passing through Hamlet 1, Tra Van commune, also recorded two major landslides, completely cutting off traffic.
According to Mr. Briu Quan, Chairman of the People's Committee of A Vuong commune (Da Nang City), the water level of the A Vuong River in Cr'toonh village is nearly overflowing onto the Ho Chi Minh Highway, threatening to cut off the vital transportation route connecting the mountainous communes of A Vuong, Tay Giang, and Hung Son. On the DT601 road section passing through Ta Lang and Gian Bi villages (Hai Van ward, Da Nang City), many sections of the embankment have suffered serious landslides, with soil and rocks from the mountainside spilling onto the road surface, creating traffic hazards. The People's Committee of Hai Van ward promptly relocated more than 50 households to safe areas.
On the evening of October 27th, hundreds of officers and soldiers were deployed to help move patients being treated in flooded wards and departments at Hue Central Hospital to higher floors because the Perfume River had risen by more than 5 meters.
