At the scene, the Chairman of the City People's Committee directed local authorities to utilize all available means to access and assess the situation in flooded, cut-off, and isolated areas. Forces must proactively provide sufficient food, essential supplies, and medicine, ensuring that people do not suffer from hunger or lack of medicine.

Local authorities must mobilize local resources and strictly implement the "four on-the-spot" principle to respond to floods and landslides. "Prolonged rain has saturated the hillsides, posing a very high risk of landslides. We must absolutely not be complacent. At the first sign of a landslide, residents must be immediately evacuated to a safe place," the Chairman of the City People's Committee cautioned.

At the same time, communes are proactively reviewing and thoroughly assessing the current situation of areas at risk of landslides in order to have timely solutions and avoid adverse situations.

Chairman of the People's Committee of Ho Chi Minh City, Pham Duc An, requested that localities review and prioritize essential projects and works to include them in investment programs and plans.

Relevant departments and agencies should propose specific solutions to the city leadership, ensuring they are effective, timely, and substantive.

According to the leaders of Viet An commune, due to the impact of prolonged heavy rain, the water levels in rivers and streams flowing through the commune are rising rapidly, causing flooding and localized isolation in several villages.

Many sections of Highways 1.HD, 10.HD, 13.HD... are deeply flooded. Provincial Road DT615 is eroded, the downstream culvert is washed away, half of the road surface is gouged out, and two abutments of Ong Hoi Bridge have subsided.

Within the commune, there are 11 flooded areas due to low bridges and submerged bridges causing disruptions and preventing traffic flow. Numerous landslides have occurred in the Da Den Pass area, and mountain landslides have occurred in the villages of Nhut Dong, An Pho, An Lam, Nam An Son, and Hoi Tuong.

During the inspection, the leaders of Viet An commune proposed that the city provide financial support for purchasing a motorboat to serve disaster prevention and search and rescue operations; invest in upgrading several low-lying roads and bridge and culvert systems; and expedite the investment and completion of the project to renovate and upgrade National Highway 14E.

Meanwhile, in Son Cam Ha commune, the Tien Chau bridge (Hoi An village), Tray stream bridge, Tai Thanh bridge, and bridges in villages 2, 3, etc., were submerged due to rising floodwaters.

As of October 28th, there have been no casualties in the commune; however, three houses have been affected by landslides that caused walls to collapse.

According to statistics, Son Cam Ha commune has 8 roads affected by landslides. The most severe is the landslide on the embankment of Highway 6 at Go Vang section, with a volume of over 50,000 , which has not yet been repaired.

The leaders of Son Cam Ha commune requested the city to consider supporting the locality in purchasing two generators to serve the command and control work during power outages and to address landslides on traffic routes and residential areas. They also requested the city to invest in upgrading the DT614 road.
