On the afternoon of October 29, Mr. Nguyen Thuc Phuoc Hai, Chairman of the People's Committee of Bac Binh commune (Lam Dong province) said that due to prolonged heavy rain, rising floodwaters inundated the Bac Binh Water Plant (Bac Binh Water Supply Branch, belonging to Binh Thuan Water Supply and Drainage Joint Stock Company, Lam Dong province).

According to records, from the night of October 27 until now, floodwaters on the Luy River have risen, causing hundreds of houses and the entire Bac Binh Water Plant to be submerged. The water plant being submerged in water poses a serious safety risk to the raw water pumping station and operators. In addition, floodwaters have also damaged the raw water pumping system, forcing the water treatment plant to completely stop operating from 0:00 on October 28 until now.

Currently, Bac Binh Water Plant provides domestic and production water for people in Bac Binh and Hai Ninh communes and neighboring areas ( Lam Dong province).

According to the People's Committee of Bac Binh Commune, the shutdown of the water plant is affecting the lives of thousands of local people. To have water for daily use, many households in Bac Binh and Hai Ninh communes have to use rainwater reserves, while others have to buy bottled water for use. The local government is planning to support the water supply for daily use for households while waiting for the water plant to resume operation.
