Digital transformation creates momentum to improve the Party's leadership effectiveness

Administrative reform and digital transformation are not only the application of technology, but also an important shift in the Party's leadership and management thinking. In Lam Dong, this process is being implemented synchronously, contributing to building a streamlined, modern and effective political system; using digital technology as a tool to serve the people and enhance the Party's leadership capacity in the new period.

Digital transformation creates clear changes in Party work

Implementing Resolution No. 57-NQ/TW and Decision No. 204-QD/TW of the Politburo and the Secretariat, Lam Dong province has deployed many synchronous solutions to promote administrative reform and digital transformation in the Party. Under the direct leadership of the Standing Committee and the Standing Committee of the Provincial Party Committee, the Provincial Party Committee Office plays a core role in advising and organizing implementation, creating clear changes in many aspects. Accordingly, the apparatus of Party agencies from the province to the grassroots level has been streamlined, operating increasingly professionally and effectively. Work processing procedures have been standardized, many intermediate steps have been shortened thanks to the application of digital technology, helping to save time, costs and improve the effectiveness of advising and serving the Party Committee.

Technical infrastructure has been invested synchronously, meeting the requirements of comprehensive digital transformation. The provincial Data Center for the Party bloc has been built and put into operation, ensuring integration, centralized storage and information security for all data of Party agencies in the province. This is the core infrastructure serving the operation of specialized digital applications, while forming a large data warehouse (Big Data) to support analysis and forecasting, helping leadership and direction more promptly and accurately. Along with that, modern digital applications such as: operational management information system, Party member database, online video conferencing system, paperless meeting room and official digital signature have been deployed synchronously, bringing about clear efficiency. Many meetings, briefings and instructions are conducted online, ensuring smooth information flow from the Provincial Party Committee to the grassroots, especially in situations requiring quick decisions.

Information security and safety work is carried out strictly and regularly. The document transmission and reception system is secured by a dedicated transmission channel of the Government Cipher Committee; network security protection and monitoring software is deployed synchronously, combined with periodic scanning to prevent the risk of information security loss.

An important highlight is the formation of a digital culture in the activities of Party agencies. Cadres, civil servants, and Party members gradually change traditional working habits, switching to electronic document processing, digital signatures, and participating in online meetings. This approach not only improves work efficiency but also affirms the pioneering and innovative spirit of Party organizations in the digital age.

Promote synchronous and effective digital transformation

In addition to the achieved results, administrative reform and digital transformation in Lam Dong province's Party bloc still have limitations that need to be addressed. That is the awareness and digital transformation mindset of a number of cadres and party members that are not really unified. Some people are still afraid of change and have not proactively approached new technology, leading to the application of digital transformation in some units being inconsistent and lacking in determination.

Technical infrastructure at the grassroots level still does not meet development requirements. Many IT equipment is old, has low configuration, and the internal network is unstable, making it difficult to deploy modern applications. Meanwhile, the team of IT specialists is still lacking, their professional capacity is uneven, and they cannot meet the requirements of comprehensive digital transformation. Sharing and interconnecting data between information systems is still limited, affecting the work of synthesizing, analyzing and making decisions based on data. Information security, although focused on, still needs stronger investment, both in technology and raising awareness for cadres and party members.

Faced with that reality, synchronous investment and modernization of technical infrastructure is identified as a key task. Wide area network (WAN), local area network (LAN), servers, computers, and peripheral devices need to be upgraded to ensure speed, stability, and high security. The Party data center continues to be completed and effectively exploited to build a big data ecosystem, serving the analysis, forecasting, and supporting accurate and timely decision making.

Officials, civil servants and party members are gradually changing their traditional working habits, switching to electronic document processing, digital signatures and online meetings. This approach not only improves work efficiency but also affirms the pioneering and innovative spirit of the Party organization in the digital age.

Besides infrastructure, the human factor plays a decisive role. Party committees at all levels promote training and fostering of digital skills and information security skills for cadres, civil servants and party members. The formation of a team of IT specialists in agencies and units, especially at the grassroots level, will create a sustainable foundation for the digital transformation process throughout the system. Party committees, agencies and units at all levels fully exploit the deployed digital platforms. The application of online conference systems, paperless meeting rooms, official digital signatures and operational management systems needs to become a regular habit in operational activities. The goal is that 100% of the Party's administrative procedures (non-confidential) are carried out entirely in the digital environment according to Regulation No. 338-QD/TW of the Secretariat.

Information security and safety work continues to be given a key position. Multi-layered security systems, data encryption solutions, firewalls and rapid response processes to cyber security incidents need to be invested in synchronously. At the same time, training in digital security skills and raising security awareness among cadres and party members is needed to contribute to ensuring that the Party bloc's information system operates safely and smoothly.

Administrative reform and digital transformation in the Party are not only technical tasks but also fundamental changes in the leadership and management thinking of the Provincial Party Committee. This is an important foundation to improve the effectiveness and efficiency of Party building work, contributing to socio-economic development and serving the people better and better.
