Digital transformation creates momentum to improve the Party's leadership effectiveness

Administrative reform and digital transformation are not only the application of technology, but also an important shift in the Party's leadership and management thinking. In Lam Dong, this process is being implemented synchronously, contributing to building a streamlined, modern and effective political system; using digital technology as a tool to serve the people and enhance the Party's leadership capacity in the new period.

Digital transformation is bringing about significant changes in Party work.

In implementing Resolution No. 57-NQ/TW and Decision No. 204-QĐ/TW of the Politburo and the Secretariat, Lam Dong province has deployed many comprehensive solutions to promote administrative reform and digital transformation within the Party. Under the direct leadership of the Standing Committee and the Provincial Party Committee, the Provincial Party Committee Office plays a core role in advising and organizing implementation, creating clear progress in many aspects. Accordingly, the apparatus of Party agencies from the provincial to the grassroots level has been streamlined, operating increasingly professionally and efficiently. Work processes have been standardized, and many intermediate steps have been shortened thanks to the application of digital technology, saving time and costs and improving the efficiency of advising and serving the Party committee.

The technical infrastructure has been invested in comprehensively, meeting the requirements of complete digital transformation. A provincial-level data center for the Party has been built and put into operation, ensuring the integration, centralized storage, and information security of all data from Party agencies in the province. This is the core infrastructure serving the operation of specialized digital applications, while also forming a large data warehouse (Big Data) to support analysis and forecasting, helping leaders and managers to be more timely and accurate. Along with this, modern digital applications such as: operational management information systems, Party member databases, online video conferencing systems, paperless meeting rooms, and digital signatures for official duties have been deployed synchronously, yielding clear results. Many meetings, briefings, and operational directives are conducted online, ensuring smooth information flow from the Provincial Party Committee to the grassroots level, especially in situations requiring quick decision-making.

Information security and safety measures are implemented rigorously and regularly. The document transmission system is secured using a dedicated transmission channel of the Government Cipher Committee; network security protection and monitoring software is deployed synchronously, combined with periodic scanning to prevent information security risks.

A key highlight is the formation of a digital culture within the operations of Party organizations. Cadres, civil servants, and Party members are gradually changing their traditional work habits, shifting to processing electronic documents, digitally signing documents, and participating in online meetings. This approach not only improves work efficiency but also affirms the pioneering and innovative spirit of the Party organization in the digital age.

Promoting synchronized and effective digital transformation.

Despite the achievements, administrative reform and digital transformation within the Party bloc of Lam Dong province still face limitations that need to be addressed. These include a lack of uniformity in the understanding and mindset regarding digital transformation among some officials and Party members. Some individuals remain hesitant to embrace change and are not proactive in adopting new technologies, leading to inconsistent and less decisive application of digital transformation in some units.

The technical infrastructure at the grassroots level still does not meet development requirements. Many IT equipment items are outdated and have low configurations, and the internal network is unstable, hindering the deployment of modern applications. Meanwhile, there is a shortage of IT specialists, and their professional capabilities are uneven, failing to meet the requirements of comprehensive digital transformation. Data sharing and interoperability between information systems remain limited, affecting data aggregation, analysis, and decision-making. Information security, although emphasized, still needs stronger investment, both in technology and in raising awareness among officials and Party members.

Given this reality, investing in and modernizing technical infrastructure has been identified as a key priority. Wide area networks (WANs), local area networks (LANs), servers, computers, and peripheral equipment need to be upgraded to ensure high speed, stability, and security. The Party's data center continues to be improved and effectively utilized to build a large data ecosystem, serving analysis, forecasting, and supporting accurate and timely decision-making.

Cadres, civil servants, and Party members are gradually changing their traditional work habits, shifting to processing electronic documents, digitally signing documents, and participating in online meetings. This approach not only improves work efficiency but also affirms the pioneering and innovative spirit of the Party organization in the digital age.

Besides infrastructure, the human factor plays a decisive role. Party committees at all levels should strengthen training and development in digital skills and information security skills for cadres, civil servants, and Party members. The formation of specialized information technology teams in agencies and units, especially at the grassroots level, will create a sustainable foundation for the digital transformation process throughout the entire system. Party committees, agencies, and units at all levels should fully utilize the deployed digital platforms. The application of online conferencing systems, paperless meeting rooms, digital signatures for official duties, and operational management systems should become a regular practice in management activities. The goal is to have 100% of the Party's administrative procedures (non-confidential) conducted entirely in a digital environment, in accordance with Regulation No. 338-QĐ/TW of the Party Central Committee.

Information security and safety continue to be a top priority. Multi-layered security systems, data encryption solutions, firewalls, and rapid response procedures for cybersecurity incidents require synchronized investment. Simultaneously, strengthening digital security skills training and raising security awareness among officials and Party members is crucial to ensuring the safe and smooth operation of Party information systems.

Administrative reform and digital transformation within the Party are not merely technical tasks, but fundamental shifts in the leadership and governance thinking of the provincial Party committee. This is a crucial foundation for enhancing the effectiveness and efficiency of Party building work, contributing to socio-economic development and better serving the people.
