On October 28th, Central Committee member and Secretary of the Da Nang City Party Committee Le Ngoc Quang and Chairman of the Da Nang City People's Committee Pham Duc An inspected flood prevention and control efforts in several localities and held a working session with relevant agencies on responding to and mitigating the consequences of the floods.

Ensuring the safety of residents and tourists.

On the morning of October 28th, Da Nang City Party Secretary Le Ngoc Quang inspected flood prevention and control efforts in Hoi An, Hoi An Tay, and Hoi An Dong wards. At each location, the City Party Secretary and the delegation surveyed the flooding situation, especially in Hoi An ancient town, where water levels were high and many streets were cut off.

Here, the City Party Secretary emphasized that the top priority is ensuring absolute safety for tourists and residents; and noted that, in the context of complex flood developments and the possibility of power and water outages, authorities at all levels need to proactively contact, connect with, and provide timely support to the people and tourists, especially in areas that are cut off and isolated.

Earlier that morning, Da Nang City Party Secretary Le Ngoc Quang visited and surveyed the landslide areas along the coast of Tan Thanh neighborhood (Hoi An Tay ward) and inspected the coastal erosion control project in Hoi An Dong ward.

At the inspection sites, City Party Secretary Le Ngoc Quang requested that, given the complex developments of climate change and rising sea levels, coastal erosion prevention efforts need to be approached comprehensively, long-term, and sustainably. The wards should continue to closely coordinate with relevant departments and specialized agencies to research and propose fundamental technical solutions for protecting the marine environment and ensuring sustainable livelihoods for people in coastal areas.

On the same day, inspecting the flood situation in Viet An and Son Cam Ha communes, Chairman of the City People's Committee Pham Duc An requested functional forces to utilize all available means to access and assess the situation in flooded, cut-off, and isolated areas; absolutely ensuring that people do not suffer from hunger or lack of medicine; and proactively providing sufficient food and essential supplies.

The Chairman of the City People's Committee requested that localities proactively assess the situation, mobilize resources, and ensure the safety of people in the face of complex developments in rain and floods; and strictly implement the "four on-the-spot" principle in responding to and preventing landslides.

According to reports, landslides have occurred in many areas. The Chairman of the City People's Committee requested the deployment of emergency response forces, the implementation of plans for timely evacuation of residents, and the prohibition of people and vehicles from passing through dangerous areas. Communes must carefully review and assess areas at risk of landslides to address them and prevent unfortunate incidents.

Regarding the proposals from localities, the Chairman of the City People's Committee assigned relevant departments and agencies to coordinate in reviewing and prioritizing the implementation of essential projects; and to propose effective, timely, and practical solutions.

Towards sustainable disaster prevention and mitigation solutions.

On the afternoon of October 28th, presiding over a meeting with departments and agencies on flood response, Chairman of the City People's Committee Pham Duc An commended the sense of responsibility and efforts of the departments, localities, and armed forces in flood response. He also requested that departments, agencies, and localities focus intensely and implement comprehensive solutions to minimize damage caused by floods.

The construction sector has been tasked with reviewing and evaluating key infrastructure projects, especially major transportation routes, and determining priorities for prompt repairs to ensure smooth traffic flow.

The Chairman of the City People's Committee requested that complacency be avoided, that weather developments be closely monitored, and that proactive response scenarios be implemented to avoid being caught off guard.

Local authorities must report promptly, ensuring that no one suffers from hunger, lack of clean water, or unsafe housing; urgently repair disrupted roads, survey and declare emergency situations at high-risk areas.

In addition, it is necessary to assess and address environmental sanitation after floods, prevent disease outbreaks; study long-term resettlement options, especially for households frequently affected by landslides; and aim for sustainable solutions to avoid the recurring cycle of "rescue and relocation" every year.

According to a report from the Department of Agriculture and Environment, as of now, more than 65,000 households have been flooded, and many transportation infrastructure facilities have been severely damaged, especially on national and provincial roads, causing traffic congestion. No casualties due to landslides have been reported so far.

Communes and wards have evacuated 1,429 households/5,674 people. The City Military Command said it has coordinated and mobilized nearly 6,200 officers and soldiers to participate in rescue and relocation of people to safe areas. The forces continue to be on standby, ready to support people in vulnerable areas...

According to the Department of Construction, five national highways are currently completely blocked; the Ho Chi Minh Highway is also disrupted in many sections, especially the Lo Xo Pass, which is impassable. National Highways 14G and 14B remain open; nine provincial roads are affected by landslides and deep flooding. Authorities are working urgently to clear the roads as soon as possible.
