
Ensuring safety for residents and tourists
On the morning of October 28, Secretary of the Da Nang City Party Committee Le Ngoc Quang inspected the actual flood prevention and control work in Hoi An Ward, Hoi An Tay Ward, and Hoi An Dong Ward. At the destinations, the Secretary of the City Party Committee and the working group inspected the flood situation, especially in Hoi An ancient town, where the water level rose and many streets were cut off.
Here, the City Party Secretary emphasized that the top priority is to ensure absolute safety for tourists and residents; at the same time, he noted that in the context of complicated rain and flood developments, the possibility of power and water outages may occur, authorities at all levels need to proactively contact, connect, and provide timely support to people and tourists, especially in isolated areas.

On the same morning, Secretary of the Da Nang City Party Committee Le Ngoc Quang came to survey the actual landslide sites in the coastal area of Tan Thanh block (Hoi An Tay ward) and inspected the coastal landslide prevention project in Hoi An Dong ward.
At the inspection sites, Secretary of the City Party Committee Le Ngoc Quang requested that in the face of complex developments of climate change and rising sea levels, coastal erosion prevention work needs to be approached comprehensively, long-term and sustainably. Wards continue to closely coordinate with departments, branches and specialized agencies to research and propose fundamental technical solutions in protecting the marine environment and ensuring sustainable livelihoods for people in coastal areas.
On the same day, inspecting the flood situation in Viet An and Son Cam Ha communes, Chairman of the City People's Committee Pham Duc An requested functional forces to use all available means to access and grasp the situation in flooded, isolated areas; absolutely not let people go hungry or lack medicine; proactively provide adequate food and necessities.
The Chairman of the City People's Committee requested localities to proactively assess the situation, mobilize resources, ensure people's safety in the face of complicated flood developments; strictly implement the "4 on-site" motto in responding to and preventing landslides.
According to reports, landslides have occurred in many areas. The Chairman of the City People's Committee requested the deployment of forces on standby, plans for timely evacuation of people, and prohibition of people and vehicles from passing through dangerous areas. Communes must carefully review and evaluate landslide-prone areas to handle them and avoid unfortunate incidents.
Regarding the recommendations of localities, the Chairman of the City People's Committee assigned departments and branches to coordinate in reviewing and prioritizing the implementation of urgent projects and works; and propose effective, timely and practical solutions.

Towards sustainable solutions for natural disaster prevention and control
On the afternoon of October 28, chairing a meeting with departments and branches on flood response, Chairman of the City People's Committee Pham Duc An praised the sense of responsibility and efforts of departments, localities and armed forces in flood response. At the same time, he requested departments, branches and localities to concentrate highly and synchronously deploy fundamental solutions to minimize damage caused by floods.
The construction sector is assigned to review and evaluate key infrastructure projects, especially main traffic routes, to determine priority for early repair and traffic assurance.

The Chairman of the City People's Committee requested not to be subjective, continue to closely monitor weather developments; proactively deploy response scenarios, not to be passive.
Localities must report promptly, ensuring that people do not suffer from hunger, lack of clean water or unsafe housing; promptly repair cut-off roads, survey and announce emergency situations at high-risk locations.
Along with that, evaluate and handle environmental sanitation after floods, prevent epidemics; research long-term resettlement plans, especially for households regularly affected by landslides; aim for sustainable solutions, avoid the "rescue - relocation" situation that repeats every year.
According to the Department of Agriculture and Environment, up to now, more than 65,000 households have been flooded, many traffic infrastructure works have been severely damaged, especially on national and provincial highways, causing traffic jams. There have been no recorded human casualties due to landslides.
Communes and wards have organized the evacuation of 1,429 households/5,674 people. The City Military Command said it has coordinated and mobilized nearly 6,200 officers and soldiers to participate in rescue and evacuation of people to safety. The force continues to be on duty, ready to support people in vulnerable areas...
According to the Department of Construction, there are currently 5 national highways completely blocked; Ho Chi Minh Road is also interrupted in many sections, especially Lo Xo Pass, which is impassable. National Highways 14G and 14B are still open; 9 provincial roads have landslides and are deeply flooded. Forces are urgently working to clear the roads soon...
