HNP - On October 27, Thuong Cat ward organized a conference to meet voters on the issuance of land use right certificates (LURCs) and a dialogue between the Party Secretary, Chairman of the People's Council; Chairman of the People's Committee of the ward with the Vietnam Fatherland Front, political and social organizations and people in the area in 2025. At the conference, there were 2 opinions from voters requesting a dialogue with the Party Secretary, Chairman of the Ward People's Council and 6 opinions requesting a dialogue with the Chairman of the People's Committee of Thuong Cat Ward. The opinions all expressed a spirit of construction, consensus, frankness and openness, focusing on clearly pointing out the shortcomings in the process of implementing administrative procedures for granting land use right certificates, the progress of construction investment projects in the area, urban management, traffic, drainage... as well as proposing many practical and feasible solutions to improve the effectiveness of State management at the local level.

Voters of Thuong Cat ward give their opinions

Regarding the implementation of the 2-level local government model, the leaders of Thuong Cat ward have publicly announced the schedule for direct contact with citizens and strictly implemented direct contact with citizens in accordance with regulations. Before and after the sessions of the National Assembly and People's Councils at all levels, voters are allowed to contact representatives online and in person, so the number of voters is limited. Therefore, voters of Dong Ba 3 Residential Group (TDP) request the Party Secretary and Chairman of the Ward People's Council to pay attention to directing the ward leaders to strengthen the implementation of contact work with voters and people.

Concerned about the opinions raised by voters at voter meetings and conferences, although they have been answered by the authorities but are not yet final and lack information to the people, voters of Dong Ba 3 and Thuong Cat 4 residential groups requested the Party Secretary of the ward to rectify the issues raised by voters and people to be resolved within the authority, and timely information to the people about the resolution results.

Another issue raised by voters is that the impact of the circulation of storms No. 9, 10, and 11 in recent times has caused widespread flooding, with trees and crops submerged in water, causing great economic losses for many households in the area. Or during prolonged heavy rains, the drainage system in residential areas is not guaranteed, causing flooding on many roads: Tay Tuu, Chau Dai Street, Sung Khang Street, Alley 1 and Alley 7 Yen Noi Street, Alley 101 Lien Mac Street, Alley 114/62 Tan Phong Street... greatly affecting the lives and activities of the people. Ms. Pham Thi Luyen - Head of the Front Work Committee of Hoang Lien 1 Residential Area, requested the Chairman of the Ward People's Committee to pay attention to promptly directing professional staff to inspect the internal drainage system as well as the plan to renovate the drainage system in the area.

Concerned about the situation of some roads in the residential areas: the road from Dai Cat village gate to Sung Khang street; the 5m road through the residential areas of Thuong Cat 1, 4 and Dai Cat 2 which is currently seriously degraded and does not ensure safety for traffic participants, voters requested the Chairman of the Ward People's Committee to inform about the plan to renovate and upgrade these roads as well as give directions related to the situation of dumping construction waste, violations of land management, construction order in the area outside Yen Noi residential areas, Dai Cat 1 (filling Dinh well) and Dai Cat 2 which have not been completely resolved.

Regarding the site clearance work for the high-tech biological park project, up to now, some households have not received compensation support money. Voters request the Chairman of the Ward People's Committee to pay attention to directing and inform when people will receive compensation support money.

At the conference, Chairwoman of Thuong Cat Ward People's Committee Le Thi Thu Huong requested the representative of the Infrastructure Investment Project Management Board to specifically answer about the payment time, roadmap and mechanism for paying compensation for site clearance work of the high-tech biological park project; and promptly complete the mechanisms and procedures to speed up the payment to the people.

The Chairman of the People's Committee of Thuong Cat Ward said that the People's Committee of the Ward will continue to hold thematic meetings on coordination, direction and management to solve drainage and flooding problems in the area. At the same time, the Ward will soon have measures to effectively manage and treat waste and garbage, especially controlling the gathering and transit points of construction materials. Regarding the issuance of land use right certificates and conversion of land use purposes, the People's Committee of the Ward will develop a plan, roadmap and specific procedures to guide and organize implementation.

Speaking at the conference, Party Secretary and Chairman of the People's Council of Thuong Cat Ward, Luu Ngoc Ha, said that according to the report of the People's Council of the ward, out of 83 opinions and recommendations from voters and people, 44 recommendations have not been resolved, accounting for 53%, of which 23 recommendations have general responses, with unclear roadmap for resolution and completion time.

The Chairman of the People's Council of Thuong Cat Ward requested the People's Committee of the Ward to seriously receive and direct the review of all recommendations of the People at the meetings of voters and citizens of the People's Council delegates at all levels and at the dialogue conferences, to have specific instructions for each issue, a roadmap for resolution according to the authority associated with the responsibility of each agency, unit and head of the agency, unit.

The Ward People's Committee needs to review the total number of land plots in the area that need to be granted land use right certificates, including how many plots are eligible, how many plots are not eligible, the problems and specific solutions for each plot of land to inform the people. For contents beyond its authority, the Ward People's Committee continues to synthesize and report to the City, relevant departments and branches for timely direction, guidance and information to voters and people.
