Ho Chi Minh City announces 462 pages of tax-debt businesses: Real estate debt 'huge' in the thousands of billions

The list of tax debts is 462 pages long with a total tax debt of more than VND25,356 billion. In this list, many businesses owe "huge" amounts of tax.

Ho Chi Minh City Tax Department has just announced information that 31,655 taxpayers in the area still owe taxes and other revenues to the State budget by September 2025. The total debt is more than 25,356 billion VND.

The public list, compiled from 27 tax bases, is 462 pages long.

Topping the list is Xuyen Viet Oil Trading, Transport and Tourism Company Limited (petroleum trading) with a debt of more than VND1,828 billion. Also in this field, Bach Khoa Viet Trading - Consulting - Investment - Construction Joint Stock Company owes VND249 billion.

Both Xuyen Viet Oil and Bach Khoa Viet have been involved in cases of violations of petroleum trading regulations that occurred at the Domestic Market Department ( Ministry of Industry and Trade ).

In addition, a number of companies in the real estate sector have "huge" tax debts announced by the authorities such as: Golden Hill Investment Joint Stock Company owes more than 1,568 billion VND; Song Tien Real Estate Development Joint Stock Company owes 1,164 billion VND; Housing Development and Trading Joint Stock Company owes 846 billion VND; Gia Cu Investment and Development Company Limited owes 395 billion VND.

In the education sector, American International Education Corporation AIS owes 208 billion VND.

According to Ho Chi Minh City Tax, the reason for publicizing the above information is that the taxpayer violated the provisions of Point a, Clause 1, Article 100 of the Law on Tax Administration dated June 13, 2019 and Point g, Clause 1, Article 29 of Decree 126 dated October 19, 2020 of the Government.

Accordingly, tax authorities are allowed to disclose information about taxpayers in the following cases: Tax evasion, delay in paying taxes and other amounts on time; tax debts and other amounts owed to the state budget; violations of tax laws, affecting the rights and tax obligations of other organizations and individuals; failure to comply with requests of tax authorities as prescribed.

In addition, the tax authority shall publicly disclose information about taxpayers if, after 90 days from the deadline for paying taxes and other amounts or the deadline for complying with administrative decisions on tax management, the taxpayer or guarantor does not voluntarily comply.
